PUBLIC COMMENT:

APPROVAL OF MINUTES:

Motion by T. Vasco to accept the November 7th meeting minutes, seconded by S. Blouch…carried.

 

Motion by B. Shea to accept the November 13th meeting minutes, seconded by T. Vasco…carried.

 

FIRE REPORT:

*20 calls in October, 1 in the borough.  . 

 

ENGINEERS REPORT:

None

 

SOLICITOR REPORT:

*Motion to pass Resolution 2012-5, Refuse fee by R. Stein, seconded by S. Blouch…carried.

*Discussion on the Ordinance to increase the Real Estate tax which will be voted on at the special meeting on Tuesday, December 11th at 7:00pm.

 

MUNICIPAL AUTHORITY:

*The Authority is going to wait until spring to have the water tank inspected.

 

COUNCIL COMMITTEE:

*J. Adams said that he is still waiting for the date of the 2013 carnival.

 

STREET COMMISSION:

*Tar and Chip in the spring.

 

TREASURERS REPORT:

*Motion made to pay bills and accept the November treasures report by R. Stein, seconded by M. Wilson…carried.

*Motion by S. Blouch to accept the 2013 budget, seconded by R. Stein…carried. 

 

OLD BUSINESS:

*There have been some improvements made to the Ruelius property. Mr. Ruelius will continue to clean his property so that it is not in violation of borough ordinance.

*D. Blouch will get prices on different types of fencing for the borough park.

*Motion by R. Stein to get Norton AntiVirus for the borough computer, seconded by T. Vasco…carried

Franklintown Borough Council Meeting

 November 7, 2012

 D. Blouch called the meeting to order at 7:30pm.

 Council Present: D. Isenberg, R. Blouch, T. Vasco, R. Stein, S. Blouch, & M. Wilson

 Borough Staff: J. Robinson (solicitor) & Mayor Adams

 Visitors: Peggie Williams, M. Whitzel, Erin Rupp, & Mina Sue Brandt

 PUBLIC COMMENT:

*Mina Sue Brandt asked if the borough would be interested in doing a Time Capsule for the 200th Anniversary of the borough.  Members of borough council thought that was a great idea.

*Erin Rupp announced that she finished her tax collector training and is now certified.  As of January 2013 everything will be computerized.  She also let council know that any property owner in the borough has the option to set up 3 installment payments to pay their property real estate tax per year.

*41 calls in October, 3 in the borough.  .

 

 ENGINEERS REPORT:

None

 SOLICITOR REPORT:

*J. Robinson announced that he has tried numerous attempts to get in contact with Mr. Sunday from the DA’s office, with no success.  J. Robinson said that he was in contact with a special investigator at the State General Auditors Office.  Jim gave him information regarding the Walker case.  Jim will contact him in a few weeks to see if there is anything he can do to help move the case along.

 MUNICIPAL AUTHORITY:

*The Authority is working on getting preliminary plumbing done a having the water tank inspected.

 COUNCIL COMMITTEE:

*R. Stein announced that he went to the York Adams TTC meeting.  The meeting was not held because of the lack of a quorum. The York Adams Tax Bureau meeting was held.

*J. Adams said that he is still waiting for the date of the 2013 carnival.

 STREET COMMISSION:

*J. Adams said CP Craig came out and looked at the borough streets and made suggestions on what repairs to make.  When the weather is fit, they suggested that the borough tar and chip some of the streets.

*R. Stein said that there is some road damage on West Cabin Hollow Road.  The borough will need to contact the sate b/c that is a state road.

 TREASURERS REPORT:

*Motion made to accept the October treasures report by R. Stein, seconded by M. Wilson…carried.

*T. Vasco went over the 2013 budgets for the borough. 

*R. Stein made a motion to advertise the 2013 budget, seconded by M. Wilson…carried

 *T. Vasco proposed a 10% increase to the borough real estate tax.

            *Motion by D. Isenberg to authorize the solicitor to prepare a notice and proceed with an ordinance to increase the borough real estate tax by 10% (2.07 mills), seconded by R. Stein…carried

 *Motion by R. Blouch to have solicitor prepare a Resolution to reduce the quarterly residential trash rate to $60.00, seconded by S. Blouch…carried

 *Motion by S. Blouch to advertise snow removal/cindering bid for 2013, seconded by T. Vasco…carried

 OLD BUSINESS:

*Discussion on giving municipal funding to the Citizens’ Hose Fire Company.  Council decided that the borough is not able to give any municipal funding at this time.

*M. Wilson made a motion to give Mr. Ruelius till the end of the month(November) to significantly clean up his property so that it is not in violation of Borough Ordinance Part 5, Chapter 2 Section 201: Vegetation Unlawful and a Nuisance under Certain Conditions, seconded by T. Vasco…carried.  If Mr. Ruelius’ property is not significantly cleaned up by the end of November, the borough will take action to have the property cleaned to meet the ordinance guidelines.  The borough will then bill Mr. Ruelius for the cost of having his property cleaned up plus an additional penalty of ten (10%) percent.

*M. Whitzel discussed information pertaining to the different loan options to purchase the new fire truck.  There was discussion on how the Borough will help fund the purchase of the new fire truck…no decision was made.  There will be a special meeting held on Tuesday, November 13th to discuss a possible tax to help fund the purchase of the new fire engine.  

  NEW BUSINESS

*Discussion on hiring someone to help D. Blouch with different jobs that need done in the borough.  The solicitor asked that the borough hold off hiring anyone till he does some research.  He will let the council know his findings at the next council meeting.

*D. Blouch informed borough council that the storm on Monday, October 29th did damage to the borough park fence.  D. Blouch will get estimates on how much it will cost to repair/replace the fence and council will discuss at the next council meeting.

Motion by T. Vasco to accept September 5th meeting minutes, seconded by R. Stein…carried.

 

 FIRE REPORT:

*17 calls in September, 2 in the borough.  There will be a meeting at the Fire Hall on October 23rd @ 6:30 pm to discuss the purchase of the new fire engine. 

 EMS REPORT:

*Citizens’ Hose provided the borough with a copy of their 2013 Budget.  They are requesting that the borough give them $2,627.00 in municipal funding.  Council decided to take it under review and discuss again at the next council meeting

 ENGINEERS REPORT:

None

 SOLICITOR REPORT:

*J. Adams said that M. Kuykendall is still working on the details for the 200th Anniversary.  He also said that the Fire Company would like to have a meeting to discuss the 2013 carnival.

 

 STREET COMMISSION:

*J. Adams said he was in contact with CP Craig for Crack Sealing the streets.  CP Craig will come out to inspect the streets to see what needs done.

*T. Vasco made a motion to purchase new stop signs to replace the ones that need replaced, seconded by D. Isenberg…carried

  TREASURERS REPORT:

*T. Vasco announced that the 2009 Audit is done and is available to anyone that would like a copy.  He also went over some information that was in a letter from the auditor.

 OLD BUSINESS:

*There will be a public meeting held on October 24th at 7:00 for town residents to voice their opinions on the issue of the Franklintown Borough Post Offices’ hours being cut and/or possibly closing.  The meeting will be held at the Franklintown Fire Company.

 NEW BUSINESS

*J. Myers contacted the borough to see if it is possible for her to get a handicap parking space in front of her house.  Council discussed and decided that we need to contact Penn Dot because it is located on a state road. 

*M. Wilson commented on tree branches that are covering a speed limit sign on West Ave.  D. Blouch said he would take care of trimming the branches that are located in the boroughs right-of-way.

September 5, 2012

 

D. Blouch called the meeting to order at 7:30pm.

 

Council Present: S. Blouch, D. Isenberg, T. Vasco, R. Stein, R. Blouch, M. Wilson & Mayor Adams.

 

Visitors: J. Robinson, Peggie Williams, Marie Kuykendall, Kim Reichart & J. Kilgore.

 

PUBLIC COMMENT:

*Marie Kuykendall reviewed some information pertaining to the 200th Anniversary of the town.  The borough would like to have the 200th Anniversary celebration in conjunction with the 2013 Carnival.  Anyone that has any historical information about the borough should contact the borough office. 

*K.Reichart questioned if new residents in the borough were informed of borough ordinances.  She has a neighbor that was mowing early on a Sunday morning.  Council decided that a notice will be sent out with the water and trash bills to remind residents of the borough when they are permitted to mow.  She also has a neighbor that hasn’t mowed all year.  We have contacted that resident and he assured the borough that he will work on getting his property cleaned up.

*J. Kilgore questioned how much money was missing from the Trash Fund.  He asked why none of the money we received from the bonding company has been transferred to the Sanitation Fund.  Tony said that it is hard to determine an exact figure because we do not have treasures reports from 2007-2009.  T. Vasco asked that if J. Kilgore has any treasures reports for that time frame to get them to the solicitor so he can forward them to the DA’s office.

FIRE REPORT:

*14 calls in August, none in the borough.  There will be a meeting at the Fire Hall on September 19th @ 6:30 pm to discuss the purchase of the new fire engine.

 

ENGINEERS REPORT:

None

 

SOLICITOR REPORT:

*Jim announced that he was in contact with York County to see if it was possible for the borough tax collector to collect the county real estate taxes next year.  Charles Noll, Administrator/Chief Clerk sent a letter stating as of January 2013 the borough tax collector will be responsible for the collection of the county real estate tax. 

*Jim also announced that he has been in contact with Mr. Sunday from the DA’s office.  Jim is hoping to hear by the end of September if any charges will be filed against Deb Walker.

 

MUNICIPAL AUTHORITY:

*The engineer is working on bid specks for the repair & painting of the water tower.

 

COUNCIL COMMITTEE:

*J. Adams passed out “Thank You” certificates to those who helped with the 2012 carnival.

*J. Adams announced that there will be a public meeting held on October 24th at 7:00 for town residents to voice their opinions on the issue of the Franklintown Borough Post Offices’ hours being cut and/or possibly closed.  The location of the meeting has not been determined yet. 

 

STREET COMMISSION:

*Discussion on adding two crosswalks, one at Timber Ave. and one at South Ave. 

*Also discussion about crack sealing.  J. Adams will contact someone who does crack sealing and will discuss at the next meeting.

 

TREASURERS REPORT:

*Motion made to accept treasures report by R. Stein, seconded by D. Isenberg…carried.

 

OLD BUSINESS:

*Motion by R. Stein to issue a check for $500.00 for the submission fees associated with the MS4 permit and to also authorize D. Blouch to sign the Notice of Intent and the Request for Waiver application, seconded by T. Vasco…carried

*D. Isenberg made a motion to have a budget of $2,000 for the purchase of a new mower for the Borough and the Municipal Authority, half to be paid from the borough and the other half to be paid by the Municipal Authority, seconded by S. Blouch…carried

*T. Vasco announced that there is a new Mowing Log spreadsheet, which is located in the borough office for anyone that does any mowing for the borough or the authority to fill out.

*Discussion on how the borough will help the Fire Company finance the purchase of a new fire engine.  The borough doesn’t have a plan at this time.  Council members will attend the September 19th meeting and gather more information and will further discuss at the next council meeting.

*T. Vasco announced that he received an e-mail from S. R. Kapfhammer, Carroll Twp. Chief of Police.  There were 125 calls last year in the borough.  Council decided that at this time we are not able to afford police protection from Carroll Township.

NEW BUSINESS

*S. Blouch made a motion to have Trick-or Treat on Wednesday, October 31st, seconded by D. Isenberg…carried

 August 1, 2012

 

D. Blouch called the meeting to order at 7:30pm.

 

Council Present: S. Blouch, D. Isenberg, T. Vasco, R. Stein, R. Blouch, B. Shea

M. Wilson & Mayor Adams.

 

Visitors: J. Robinson, Peggie Williams, M. Whitzel, Erin Rupp, Sean Kapfhammer, Joe Sieber, Ralph McGregor & J. Kilgore.

 

PUBLIC COMMENT:

*Sean Kapfhammer, Carroll Twp Chief of Police introduced himself and offered the borough two options for police protection.  Option #1 will cover three 25 min shifts per day, all 911 calls and auxiliary police…$83.16 per hour / $37,920.96 annually.  Option #2 will cover three tours through the borough per day, all 911 calls and auxiliary police…$33,000.00 annually.

*Ralph McGregor and Joe Seibert introduced themselves and gave some information on the Washington Township Education Coalition.

*P.Williams announced that NYCHAPS will be doing a Christmas ball for the borough’s 200th anniversary.  She needs a design for it by June 1, 2013.

*M. Whitzel gave fire report.  There was discussion on information needed from the fire company to help the borough determine how the borough will help fund the purchase of a fire engine.  It was decided by the majority of council that the Franklintown Fire Company purchases a brand new fire engine instead of a used fire engine.

*E. Rupp announced that she has been receiving complaints that the county and local taxes for the borough are collected separately.  D. Blouch asked J. Robinson to find out what the borough needs to do to get the county tax back to the collection of the borough tax collector.

*Jim announced that he has been in contact with Trooper Dunham.  Jim asks that the council would go into an executive session at the end of the regular meeting.

*The engineer is working on bid specks for the repair & painting of the water tower.

*R.Stein reviewed information from the YATB meeting that he attended on July 30th

*There was discussion on what the borough will do for the 200th anniversary of the borough.

*Discussion on getting the crosswalks painted and possibly adding two more.  T. Vasco made a motion to get the crosswalks painted, seconded by M. Wilson…carried.

*Replaced oil tank.

*R. Stein made a motion to get stones for under and around oil tank and also get brick chips for around flag pole, seconded by M. Wilson…carried. 

*Discussion on the Municipal Authority and the Borough going together to purchase a new mower and weed eater.  Dick will get some prices on mowers and will discuss at the next borough meeting.

*Discussion on getting Carroll Township police protection.  We will research how many 911 calls were made in the borough last year.

 Visitors: J. Robinson, M. Begis, D. Albert, S. Teletnick, T. Pesarchick, Peggie Williams, M. Whitzel, B. Hockley & J. Kilgore.

 PUBLIC COMMENT:

D. Albert questioned the letter that was sent out to borough residents regarding trash pricing. 

J. Kilgore questioned the letter that was sent out to borough residents regarding trash pricing and also what is being done about J. Adams junkyard.

B. Hockley went over state laws regarding cats and dogs.

 APPROVAL OF MINUTES:

Motion by T. Vasco to accept previous month’s minutes, seconded by R. Stein…carried.

 FIRE REPORT:

*21 calls in June, none in the borough

 ENGINEERS REPORT:

M. Begis reviewed information concerning the MS4 permit.  R. Stein made a motion to have M. Begis fill out the necessary paper work for the borough in regards to the MS4 permit, seconded by S. Blouch…carried.

 SOLICITOR REPORT:

*Jim announced that he has been in contact with David Sunday from the DA office and Trooper Dunham.  Mr. Sunday is reviewing all information concerning the D. Walker case and J. Robinson is hoping to hear something from D. Sunday before the next council meeting. 

*J. Robinson presented his opinion to the borough council, in writing, that he does not believe Mr. Adams property qualifies as a junkyard.

 MUNICIPAL AUTHORITY:

*New water pump installed at well site #2.

 COUNCIL COMMITTEE:

*Mulch has been delivered to the park.

 TREASURERS REPORT:

*Discussed whether or not the Municipal Authority will contribute to the General Liability Insurance bill.  Council decided that the bill will be paid in full by the Borough General Fund.

 Motion made to accept treasures report by D. Isenberg, seconded by R. Stein…carried.

 CORRESPONDENCE:

*Letter was sent to M. Smith in regards to her trimming her tree branches off of E. South Street.

*Letters were sent to A. Relius and J. Harbold in regards to their violation of Borough Ordinance Part 5, Chapter 2 Section 201: Vegetation Unlawful and a Nuisance under Certain Conditions.

 OLD BUSINESS:

*Council reviewed and discussed the three overdue trash bills that were filed at the district justices’ office.  Two of the plaintiffs have contacted the borough and are willing to make payments to settle their trash accounts.  R. Stein made a motion to accept the plaintiff’s payment plan to settle their trash accounts, seconded by S.Blouch…carried.  The third plaintiff did not collect her certified letter and the borough will be having the constable serve her.

*R. Stein made a motion to get the silver service contract for the furnace through Susquehanna Oil Company, seconded by T. Vasco…carried.  D. Blouch suggested that we have the central air unit serviced.

 NEW BUSINESS

*T. Vasco announced that he has heard from borough residents that they would like to get Carroll Township back for police protection.  R. Stein made a motion to have T. Vasco contact Carroll Twp to get pricing for police protection for the borough, seconded by M. Wilson…carried

*M. Whitzel presented some information to borough council in reference to the Fire Co. purchasing a new fire engine.  The Fire Company will have a meeting on July 25th and they would like to know how much funding the borough is planning to contribute to help purchase a new fire engine.  This will determine if they buy a new or used fire engine.

*S. Blouch announced that she will need to purchase a software upgrade for the borough website.  R. Stein made a motion that the borough will reimburse Sharon for the purchase of the software upgrade, seconded by T. Vasco…5 yeas, 2 abstentions.

*R. Stein wants to know what is going on with the Mayor dumping dirt in the borough park.   R. Stein made a motion that there should be no more dumping on borough property…motion died for lack of 2nd.

 R. Stein made a motion to go into an executive session at 9:06, seconded by T. Vasco…carried

S. Blouch made a motion to come out of executive session at 9:16, seconded by T. Vasco…carried

  May 2, 2012

 

D. Blouch called the meeting to order at 7:30pm.

 

Council Present: S. Blouch, D. Isenberg, B. Shea, R. Stein, R. Blouch,

M. Wilson & Mayor Adams.

 

Visitors:  C. Wonders, J. Robinson, Peggie Williams, Jere Harbold, Tim Rowbottom & J. Kilgore.

 

PUBLIC COMMENT:

*Tim Rowbottom, the tenant of Jere Harbold’s property on Church Street attended the meeting to discuss the cars/ associated items on and around well site #1. T. Rowbottom said he will start cleaning up the property the week of May 7th.

*J. Kilgore had questions about J. Adams dumpster.

SOLICITOR REPORT:

*Jim announced that he has spoken with Trooper Dunham in regards to the case concerning Deborah Walker.  He has calls into the York County district attorney concerning the case; he is awaiting a call back. 

 

MUNICIPAL AUTHORITY:

*The municipal authority is looking into have the water tank repaired and repainted.

 

COUNCIL COMMITTEE:

*R. Stein reviewed information that was discussed at the YATB meeting he attended.

*J. Adams announced that he will need $500.00 start up money for the carnival.

 

TREASURERS REPORT:

*Motion made to accept treasures report by R. Stein, seconded by D. Isenberg…carried.

 

 

CORRESPONDENCE:

*Discussed how to charge a trash customer when they have their house up for sale and no one lives there.  Borough decided that there will be no exceptions; every borough resident will pay for trash service whether they use it or not. 

 

OLD BUSINESS:

*New fee schedule was reviewed, D. Isenberg made a motion to accept Resolution

2012-2, seconded by S. Blouch…carried.

 

NEW BUSINESS

*Discussion about getting rid of the postage meter.  S. Blouch made a motion to terminate the rental contract with Pitney Bowes for the postage meter, seconded by R. Stein…carried.

*Discussed getting a service contract with Susquehanna Oil Company, discussion was tabled till the next council meeting. Kacey will call them to see if they have a service contract which covers the central air unit.  

*Dick passed out an Ordinance in regards to NEMA, council is to review and then discuss at the June council meeting

April 4, 2012

 

D. Blouch called the meeting to order at 7:30pm.

Visitors:  C. Wonders, J. Robinson, Peggie Williams, E. Junkins & J. Kilgore.

 

PUBLIC COMMENT:

*Erin Junkins presented a rough draft letter to borough council which is to be given to the County of York in regards to keeping county and local tax collection together.   

*J. Kilgore presented a trash petition to borough council to lower the quarterly trash fee.  There were 168 signatures on the petition.  Council will take petition under advisement and will present a statement.

FIRE REPORT:

*18 calls in January, 2 in the borough

*Chief Whitzel requested that the borough write a letter to County Commissioners and 911 Center to request that they would do something to fix the radio system.

ENGINEERS REPORT:

None

 

SOLICITOR REPORT:

*Jim discussed that the borough will need to change the Fee schedule by resolution.  Council will review what fees need to be revised and then the Solicitor will prepare an updated Resolution.

*Jim announced that council should know in approximately two weeks if the York County district attorney will be proceeding with criminal charges for the case concerning Deborah Walker.

 

WATER AUTHORITY:

None

 

  

COUNCIL COMMITTEE:

*J. Adams announced that he has two sponsors for the car show and one sponsor for the tractor show.

*Carter Lumber will be donating a new front door for the borough office and will sell the borough a door for the park restroom for $262.99.  T. Vasco made a motion to purchase a door for the park restroom, seconded by S. Blouch…carried

*Dixon Family Home Improvement will be installing both doors as a donation to the park. 

*Top Notch Arbor Care will be trimming the trees in the borough park as a donation to the park.

CORRESPONDENCE:

*Discussed reducing the trash cost for De-Jul Dance studio since it is closed over the summer.  Council decided that the dance studio will pay $69.00 per quarter like every other borough resident. 

 

OLD BUSINESS:

*Announced to borough council that all trash complaints that were made at the March council meeting were brought to York Wastes attention.  Kacey will contact York Waste again to inform them that the borough does not want garbage trucks on East Avenue.

*As of now the borough will be using the current fee schedule to charge the two commercial dumpsters that were grandfathered into the current trash contract until the new fee schedule is approved.  Council will be discussing what the new rate for the two commercial dumpsters will be at the May meeting.

*The borough does not have a contract with the York County SPCA.  Council did not renew the contract for 2011 or 2012 because the borough does not use the York County SPCA services. 

 

NEW BUSINESS

*M. Wilson brought up the issue of the vehicles/associated items sitting around the water tower and by well-site #1.  J. Robinson will be looking into what legal action can be done to have these items removed.

*D. Albert commented on the trash/recycle haulers going on his porch and taking things that he did not want to go in the trash. 

*Scott Derr attended the meeting to introduce himself and let council know that he is running for State Representative.

*Peggie Williams announced that there is a community night at Hoss’s on March 21st to benefit the Historical Society.

Fence has been fixed at the Cabin Hollow well-site.

 

COUNCIL COMMITTEE:

*J. Adams announced that the carnival will be held May 9-12 at the Fire Hall.

Jim has a budget of $5,115.67.  First carnival meeting was March 6th at 7:00.  Next carnival meeting will be on Tuesday, April 3rd at 7:00.

*Discussed what to charge borough residents that have a commercial dumpster. 

  Kacey will contact York Waste to get prices for commercial dumpsters.

*Discussed getting an updated billing system.  Motion by R. Stein to get the updated Jayhawk Utility Suite Billing Software with the cost split equally between the borough sanitation account and water authority account, seconded by T. Vasco…carried.

*Discussed having a new Ordinance/Resolution for the revised fee schedule for borough building permits.

*R. Blouch discussed having Laurin Fleming come to the borough building on Monday, March 26th at 7:00 to have an EMA informational meeting.

Jim announced that he has some information about the case concerning Deborah Walker. 

Council will discuss the information during executive session.

 

 

 

WATER AUTHORITY:

A bid has been received to fix the chain-link fence at the well on Cabin Hollow Road.

R. Blouch is waiting to receive a bid to paint and repair water tower.

 

 

COUNCIL COMMITTEE:

*Steve Teletnick reviewed the revised fee schedule for various building permits for the borough, will discuss again at the March council meeting.

*J. Adams announced that the carnival will be held May 9-12 at the Fire Hall.

*R. Stein reviewed information from the TCC meeting and the YATB meeting which he attended on January 30th.
