Franklintown Borough Council Meeting
April 3, 2013
D. Blouch called the meeting to order at 7:30pm.
Council Present: D. Isenberg, R. Blouch, T. Vasco, R. Stein, B. Shea, S.
Blouch, & M. Wilson
Borough Staff: J. Robinson (solicitor) & Mayor Adams
Visitors: James Kilgore, Peggy Willaims & Carnie Fryfogle.
PUBLIC COMMENT:
*J. Kilgore had comments on various borough issues.
*Discussion on the South Heights Townhouse project.
Mr. Fryfogle’s building plans are approved until July of 2014.
Steve Teletnick will issue a zoning permit to Mr. Fryfogle for
the approval of the proposed townhouses on W. South Street
APPROVAL OF MINUTES:
Motion by B. Shea to accept the March meeting minutes, seconded by T.
Vasco…carried.
FIRE REPORT:
*32 calls in March, 0 in the borough.
SOLICITOR REPORT:
*Jim announced that he has the contract for temporary help almost
complete…he will e-mail it to Kacey when finished.
*Jim is also working on the Recreation Plan for the borough.
Jim asked for council’s approval to be able to contact the
borough engineer to discuss the Recreation Plan…council approved.
*Jim announced that he had a meeting with Mr. Sunday from the district
attorneys office on March 22nd.
Jim asked that council call an executive session at the end of
the meeting.
TREASURERS REPORT:
*Motion made to pay bills by S. Blouch, seconded by D. Isenberg…carried.
Motion to accept the March
treasures report by R. Stein, seconded by M. Wilson…carried.
CORRESPONDENCE:
*The borough received a notice of nonrenewal of insurance for workers’
compensation. Georgette from
H.A. Thompson is working on getting the borough a workers’ compensation
policy with another insurance group.
OLD BUSINESS:
*Fence bid was discussed.
Motion by R. Stein to table until the May meeting, seconded by B.
Shea…carried. Dick will get
another fence bid as well as references for the fencing companies.
*Two bids were discussed for repairs to borough office floor, ceiling
and counters.
Motion by T. Vasco to have Sherwin-Williams floor coverings replace the
borough office floor and have Dixon Family Home Improvements replace the
countertops and repair and repaint the ceiling, seconded by D.
Isenberg…carried
*Motion by R. Stein to have Williams Excavating grade and stone South
Avenue & Long Avenue , seconded by S. Blouch…carried
NEW BUSINESS:
None
Motion by M. Wilson to go into executive secession at 8:24, seconded by
S. Blouch…carried
Motion by R. Stein to come out of executive secession at 8:38, seconded
by S. Blouch…carried

D. Blouch called the meeting to order at 7:30pm.
Council Present: D. Isenberg, R. Blouch, T. Vasco, R. Stein, B. Shea, S.
Blouch, & M. Wilson
Borough Staff: J. Robinson (solicitor), Mayor Adams & E. Rupp (Tax
Collector)
Visitors: Russell Rupp, Harry “Bud” Lake & Dr. Eric Eshbach
PUBLIC COMMENT:
Bud Lake and Eric Eshbach presented a power point presentation with
information pertaining to the Northern York County School District.
APPROVAL OF MINUTES:
Motion by T. Vasco to accept the February meeting minutes, seconded by
S. Blouch…carried.
FIRE REPORT:
*25 calls in February, 1 in the borough.
SOLICITOR REPORT:
*Motion by T. Vasco to adopt Resolution 2013-2, seconded by R.
Stein…carried
*J. Robinson announced that he and Mr. Sunday had a meeting scheduled
for Wednesday, March 6th to discuss the case concerning
Deborah Walker. Due to
inclement weather, the meeting had to be postponed.
Jim is hoping to meet with Mr. Sunday before the end of the
month.
TREASURERS REPORT:
*Motion made to pay bills by R. Stein, seconded by S. Blouch carried.
Motion to accept the February
treasures report by B. Shea, seconded by S. Blouch…carried.
OLD BUSINESS:
*None
NEW BUSINESS:
*Dick reviewed the fence bid that was received.
Council requested that Dick get a bid for Vinyl fencing.
*Discussion on the development of 6 townhouses on W. South Street.
The developer, Mr. Fryfogle will need to meet with the zoning
officer to start the process of having his building plans approved.
*Repairs to street signs:
Dick will go around the borough and get a count of all street
signs that need repaired or replaced.
He will start working on them when the weather is warmer.
We will call Penn Dot and inform them of the street signs that
need repaired or replaced on North and South Baltimore Street.
*Erosion in the parking lot:
Mayor Adams suggested that we call Penn Dot to see if the borough
can get a truck load of millings dumped in the parking lot to fill the
spots that have eroded.
*Stone Alley’s: We
will contact Williams Excavating to get an estimate to have the stone
alley’s graded.
*Repairs to Borough office:
We will get a bid to repair the borough office floor, ceiling and
counter.

D. Blouch called the meeting to order at 7:30pm.

PUBLIC COMMENT:
*None
APPROVAL OF MINUTES:
Motion by T. Vasco to accept the January meeting minutes, seconded by
M.. Wilson…carried.
FIRE REPORT:
*30 calls in January, 0 in the borough.
ENGINEERS REPORT:
None
SOLICITOR REPORT:
*J. Robinson presented the council with a draft letter addressed to
District Attorney, Tom Kearney.
The letter requests that Mr. Kearney notify borough council of
his decision whether charges will be pursued against Deborah Walker.
Motion by B. Shea to send letter to Mr. Kearney, seconded by T.
Vasco…carried.
MUNICIPAL AUTHORITY:
*Water leak at the Harbold garage.
*Authority is going to see about getting a grant to pay for the
development of the King well.
COUNCIL COMMITTEE:
*R. Stein said that he attended the TCC meeting on January 28th.
Next meeting will be July 29th in Gettysburg.
*J. Adams said that there will not be a carnival this year.
Council will continue planning the 200th anniversary
celebration.
STREET COMMISSION:
*DAA will be performing some sewer lateral repairs at 13 & 17 N. Water
Street. D. Blouch will
contact Mike Begis to oversee the restoration of the street.

*Motion made to pay bills by R. Stein, seconded by M. Wilson carried.
Motion to accept the January
treasures report by R. Stein, seconded by S. Blouch…carried.
OLD BUSINESS:
*Motion by T. Vasco to hire an independent contractor on an as-needed
basis, seconded by D. Isenberg…carried
*Must be 18 years or
older.
*The hourly rate is
$10.00.
*Motion by M. Wilson to contribute $1,000.00 a year to Kacey
Baumgardner’s pension fund, seconded by S. Blouch…carried
NEW BUSINESS
*Motion by T. Vasco to have the historic borough marker signs repainted,
seconded by D. Isenberg…carried

Visitors: Mike Whitzel & Mina Sue Brandt
PUBLIC COMMENT:
*Mina said that she is willing to make copies of any borough memorabilia
for the time capsule.
APPROVAL OF MINUTES:
Motion by T. Vasco to accept the December 5th meeting minutes, seconded
by B. Shea…carried.
Motion by T. Vasco to accept the December 11th meeting minutes, seconded
by S. Blouch…carried.
FIRE REPORT:
*26 calls in December, 0 in the borough.
There were 293 total calls for the 2012 year.
13 of those calls were in the borough.
ENGINEERS REPORT:
None
SOLICITOR REPORT:
*J. Robinson said that he attempted to contact Mr. Sunday at the D.A.’s
office. Mr. Sunday did not
return his call.
MUNICIPAL AUTHORITY:
None
COUNCIL COMMITTEE:
*R. Stein said that he attended the TCC meeting and they approved a new
auditor for the 2013 year.
*J. Adams said that if we have a carnival this year it will probably be
in late July.
STREET COMMISSION:
*None
TREASURERS REPORT:
*Motion made to pay bills and accept the December treasures report by D.
Isenberg, seconded by S. Blouch…carried.
OLD BUSINESS:
*Discussion on hiring an independent contractor that would be able to
help with different jobs that need done in the borough.
Council will decide at the February meeting if this is something
that the borough will do.
NEW BUSINESS
*Approval of Resolution 2013-1 by T. Vasco, seconded by S.
Blouch…carried
*Discussion on the pension fund for the 2013 year. J. Robinson will do
some research to see what the council needs to do to change the amount
that the borough contributes to the pension fund.
