Franklintown Borough Council Meeting

November 4, 2015

 

President Blouch called the meeting to order at 7:30pm followed by the Pledge of Allegiance. 

 

Council Present: President Richard Blouch, Vice President Tony Vasco, Rodney Stein, Barry Hockley, & Sharon Blouch

 

Borough Staff: Mayor James Adams, Solicitor James Robinson, Engineer Mark Bruening & Secretary/Treasurer Kacey Baumgardner

 

Visitors: Peggie Williams and Chuck Johnston

 

OPENING OF TRASH BIDS:

-A notice to bidders for Trash Removal was advertised in the Dillsburg Banner on October 15, 2015.

           

-Two bids were received:

 

#1 –Republic Services – Tier 2 bid

-$55,188.00 per year

 

#2 - Waste Management – Tier 2 bid

-$53,865.00 per year

 

            -Motion made by Council Member Blouch to accept the bid from Waste Management and enter into a 3 year contract.  Motion was seconded by Vice President Vasco – Motion carried.

 

PUBLIC COMMENT:

-None

 

 APPROVAL of the MINUTES:

            -Council Meeting, October 7, 2015 – Council Member Hockley moved to approve the Council Meeting minutes as presented.  Motion was seconded by Council Member Blouch – Motion carried.

 

BUILDING PERMITS:

- None

 

FIRE REPORT:

- Fire report for October 2015.  There was one (1) call in the borough for the month.  Pork Chop Dinner on Sunday, November 8th.  There will be a Steering Committee meeting on Tuesday, November 17th at the Carroll Twp. building at 7pm.  Mr. Stein thanked the fire company for installing the Stortz connectors.  He hopes they are never used.

 

 

 

EMS REPORT:

            - EMS report for October 2015.  There were four (4) medical calls in the borough for the month.

 

ENGINEER REPORT:

-New Engineer Mark Bruening from Barton and Loguidice attended the meeting to introduce himself to all Council Members.  There was discussion concerning the Community Development Block Grant for the Five Year Community Facilities Plan.  The county will be providing Qualification Statements from engineering firms interested in providing services to the borough.  Joiann Galiano from the York County Planning Commission recommended that the council appoint a committee to review the qualification statements. 

 

SOLICITOR REPORT:

 -Mr. Robinson congratulated all council members who won the election.  There was discussion on the two, two year unexpired terms which were to be on the election ballot.  The first two year seat was for Russell Rupp who resigned in February and the second two year seat was for Craig Arnold who resigned in June.  Only one two year term was listed on the ballot.  The York County elections board was notified and advised the borough to appoint someone in January to fill the remaining two year seat.  Because of this unusual situation, Solicitor Robinson suggested the borough get something in writing from the County. 

 

WATER AUTHORITY: 

-The Authority is still waiting to receive the written report with the results of the water tower inspection.  R. Blouch stated that someone from Southern Corrosion will be hand delivering the report.  R. Blouch will notify any board member who would like to meet with the gentleman from Sothern Corrosion when he delivers the report.

-R. Blouch stated that he is still waiting to hear from DEP about the possibility of the Authority qualifying for help through the engineering program.

-The 2016 Budget was passed.

 

COUNCIL COMMITTEE:

            - Council Member Stein reviewed information from the YATB meeting he attended on October 26th.  He informed the council that the TCC meeting was not held due to the lack of a quorum.

 

STREET COMMISION:

            -The borough is still waiting for quotes for storm drain repairs.

 

APPROVAL & PAYMENT OF BILLS:

-Vice President Vasco made a motion to pay the November bills as listed.  Motion was seconded by Council Member Blouch - Motion carried.

 

TREASURERS REPORT:

- Vice President Vasco made a motion to approve the October treasurers report as submitted.  Motion was seconded by Council Member Hockley - Motion carried.

 

 

Motion to Adopt 2016 Budget:

-Motion made by Council Member Stein to adopt the proposed 2016 budget.  Motion was seconded by Vice President Vasco – Motion carried.

 

COORESPONDANCE:

            -2016 York County SPCA Agreement: 

-Council Member Stein made a motion to contract with the York County SPCA for the 2016 year at a cost of $245.00.  Motion seconded by Vice President Vasco – Motion carried.

 

OLD BUSINESS:  

            -None

           

NEW BUSINESS:

-Council Member Hockley voiced his concern of people speeding in the Franklin Glen Development.  There was discussion on possible ways to control/enforce speeding in the development.  There was discussion on the possibility of lowering the speed limit to 15mph, installing a traffic calming devise or adding a stop sign.  Jim Robinson will check with regulations pertaining to traffic control.

 

            Vice President Vasco moved to adjourn the regular meeting.  Motion was seconded by Council Member Hockley - Motion carried.  The regular meeting was adjourned at 8:28pm.

October 7, 2015

 

President Blouch called the meeting to order at 7:30pm followed by the Pledge of Allegiance.

PUBLIC COMMENT:

-None

 

 APPROVAL of the MINUTES:

            -Council Meeting, September 2, 2015 – Vice President Vasco moved to approve the Council Meeting minutes with the correction that Solicitor James Robinson was not in attendance of the September Council meeting.  Motion was seconded by Council Member Blouch – Motion carried.

 

BUILDING PERMITS:

- One permit for a deck replacement - Gerard Ulrich at 106 N. Baltimore Street

 

FIRE REPORT:

- Fire report for September 2015.  There were thirty-four (34) calls; three (3) in the borough.  Pot Pie Dinner on Sunday, October 11th.

 

EMS REPORT:

            -None 

 

ENGINEER REPORT:

-None

 

SOLICITOR REPORT:

 -Discussion of the RFP for the Trash Contract.

 

WATER AUTHORITY: 

-Water Tower was inspected on Tuesday, September 29th.  Southern Corrosion will be getting the Authority a DVD of the inspection as well as a written report with the inspection results and recommendations.  The Authority is considering signing a maintenance contract with Sothern Corrosion for the repairs and maintenance of the water tower.

 

COUNCIL COMMITTEE:

            - None

 

 

STREET COMMISION:

            -Street repairs were made to West Avenue behind the firehouse.

            -Two sink holes were repaired; one on Timber Avenue and one on Water Street.

-Speed bump installed along Water Street at W. South Street by recommendation of PennDOT.

            -McGee driveway

 

APPROVAL & PAYMENT OF BILLS:

-Vice President Vasco made a motion to pay the October bills as listed.  Motion was seconded by Council Member Blouch - Motion carried.

 

TREASURERS REPORT:

- Vice President Vasco made a motion to approve the September treasurers report as submitted.  Motion was seconded by Council Member Hockley - Motion carried.

-The proposed 2016 budget was given to all Council members for review.

-Motion made by Council Member Stein to advertise the proposed 2016 budget.  Motion was seconded by Vice President Vasco – Motion carried.

OLD BUSINESS:

NEW BUSINESS:

-Motion made by Vice President Vasco to have Trick-or-Treat on Thursday, October 29th from 6-8pm.  Motion was seconded by Council Member Stein – Motion carried.  Mayor Adams suggested that we request Fire Police. 

-Motion made by Vice President Vasco to advertise the Notice to Bidders for the Trash Contract.  Motion was seconded by Council Member Hockley – Motion carried.

-Motion made by Council Member Blouch to advertise for supplemental snow removal for the 2016 year.  Motion was seconded by Vice President Vasco – Motion carried.

 

           

Vice President Vasco moved to adjourn the regular meeting.  Motion was seconded by Council Member Blouch - Motion carried.  The regular meeting was adjourned at 7:55 pm.

 

 

 

Franklintown Borough Council Meeting

September 2, 2015

 

President Blouch called the meeting to order at 7:30pm followed by the Pledge of Allegiance. 

 

Council Present: President Richard Blouch, Vice President Tony Vasco, Rodney Stein, Barry Hockley, Doug Isenberg, Sharon Blouch, & Marvin Wilson

 

Borough Staff: Mayor James Adams & Secretary/Treasurer Kacey Baumgardner

 

Visitors: Peggie Williams, Ann Simonetti and CPL Michael Kapp

 

PUBLIC COMMENT:

-State Police CPL, Michael Kapp attended the meeting to give stats for 2014/2015.  There were 63 calls in January-August 2014 and 46 call in January –August 2015.  CPL Kapp asked if the council has any concerns or issues in town.  Council expressed their concern of people speeding through town.  Mayor Adams also expressed his concern of drug issues in town.  Mayor Adams questioned if there was any talk of putting a substation closer to Franklintown.  CPL Kapp said as of now he does not see that happening.

-Ann Simonotti from Capital Region COG attended the meeting to inform the council of the services that the COG offers.  The fee to join the COG is $1,500 per year.  No decision was made to join the COG or not to join.

 

 APPROVAL of the MINUTES:

                        -Council Meeting, August 5, 2015 – Vice President Vasco moved to approve the Council Meeting minutes as presented.  Motion was seconded by Council Member Wilson – Motion carried.

 

BUILDING PERMITS:

- None

 

FIRE REPORT:

- Fire report for August 2015.  There were thirty-one (31) calls; one (1) in the borough.  All Stortz connectors have been installed thanks to Wilbur and Chad.

 

EMS REPORT:

            -Written EMS report for June, July and August.  There was two (2) calls in June, one (1) call in July and zero (0) calls in August. 

 

ENGINEER REPORT:

- There was no written engineers report.   Mayor Adams stated that himself, a few members of council along with Mike Begis met with Penn-Dot at Water Street and South Street to see what can be done to direct the water down Water Street to the storm water drain located at the corner of W. Cabin Hollow Road and Water Street.  Penn-Dot asked the Borough to put a small speed bump along Water Street at South Street. 

-Motion by Vice President Vasco to terminate engineering services from KPI Technology and hire Barton and Loguidice effective immediately.  Motion was seconded by Council Member Hockley – Motion carried.

 

SOLICITOR REPORT:

 -None

 

WATER AUTHORITY: 

-A motion was made and passed to hire Southern Corrosion to perform the inspection of the water tower.           

- A motion was made and passed to hire Barton & Loguidice as the engineering firm for the Municipal Authority.

-A motion was made by Council Member Stein to appoint Barry Hockley to the Municipal Authority.  Motion was seconded by Vice President Vasco – Motion carried.

 

COUNCIL COMMITTEE:

            - None

 

APPROVAL & PAYMENT OF BILLS:

-Vice President Vasco made a motion to pay the September bills as listed.  Motion was seconded by Council Member Blouch - Motion carried.

 

TREASURERS REPORT:

- Vice President Vasco made a motion to approve the August treasurers report as submitted.  Motion was seconded by Council Member Wilson - Motion carried.

-Budget Committee for the 2016 budget. – Vice President Vasco and Barry Hockley.

 

   OLD BUSINESS:  

             - Motion made by Council Member Blouch to hire Williams Excavating to pave the McGee driveway for no more than $4,125.00.  Motion seconded by Council Member Hockley – Motion carried. 

-Mayor Adams will also talk with Williams Excavating to see if they would be willing to do the necessary repairs to West Avenue, repairs to the storm drains and also the speed bump that Penn-Dot requested us to put along Water Street and South Street.

 

NEW BUSINESS:

            -Motion by Vice President Vasco to authorize Solicitor Robinson to prepare the RFP for the Trash Contract.  Motion was seconded by Council Member Stein - Motion carried.

 

            Council Member Blouch moved to adjourn the regular meeting.  Motion was seconded by Vice President Vasco - Motion carried.  The regular meeting was adjourned at 8:27 pm.

 

 

 

Franklintown Borough Council Meeting

August 5, 2015

 

President Blouch called the meeting to order at 7:30pm followed by the Pledge of Allegiance. 

 

Council Present: President Richard Blouch, Vice President Tony Vasco, Rodney Stein, Barry Hockley, Sharon Blouch, & Marvin Wilson

 

Borough Staff: Mayor James Adams, Solicitor James Robinson & Secretary/Treasurer Kacey Baumgardner

 

Visitors: Peggie Williams, Stanley McGee and James Kilgore

 

PUBLIC COMMENT:

-Mr. Kilgore made a few comments about Zoning.

-Mr. McGee questioned when his driveway will be fixed.  President Blouch explained to Mr. McGee that every time the borough tries to have a contractor come out and look at it they never show up.  The borough will continue to look for a contractor to do the necessary repairs.

FIRE REPORT:

- President Blouch gave the fire report for July 2015.  There were twenty-seven calls (27) calls; four (4) in the borough.

- None

 

ENGINEER REPORT:

- None

 

SOLICITOR REPORT:

-Mr. Robinson stated that there are no specific provisions in the Borough Code to solve the problem of the Borough not getting bids for street repairs.  He suggested that the Borough may want to look into doing a joint bid with Franklin Township.  Because the size of the borough, this may be a good option to look into.      

 

 

WATER AUTHORITY: 

            -The Authority is looking for a company to do both the inspection and rehab project for the water tower.  The Authority will continue to converse with DAA about the possibility of an Inter-Connect between the two systems.

 

COUNCIL COMMITTEE:

            -Mr. Stein reviewed information from the YATB/TCC meetings he attended on July 27th.

- Council Member Stein made a motion to approve the July treasurers report as submitted.  Motion was seconded by Council Member Wilson - Motion carried.

 

   OLD BUSINESS:  

             -Council Member Wilson questioned if there has been any progress with finding someone to fix the damaged storm water drains.  Mayor Adams stated that Larry Ward from Larry Ward Excavating has been out to look at all the storm water culverts in the Borough.  He will be getting us an estimate.  Council Member Wilson suggested that the Borough try to get some funding to help pay for the repairs. 

 

NEW BUSINESS:

            -Council Member Stein stated that a borough resident came to him with a complaint concerning the intersection of Cabin Hollow Road and West Avenue at the Ruelius property.  The resident is concerned that there could be an accident because of the limited visibility due to vegetation growing along the road.  Council Member Stein asked if President Blouch could take the Borough mower down to the intersection and mow around the stop sign.  President Blouch said he would take care of it. 

            -Council Member Stein made a motion to appoint Mr. Kilgore to fill the vacant seat on the Municipal Authority.  Motion was seconded by Council Member Wilson. 

S. Blouch – No, R. Blouch – No, T. Vasco – No, B. Hockley – No, R. Stein – Yes, M. Wilson – Yes.  Motion did not carry.               

-Council Member Wilson announced that there is a car sitting on Jere Harbold’s property that had the windows shot out.  Council Member Wilson would like to have a police report at each Council Meeting. 

           

 

Vice President Vasco moved to adjourn the regular meeting.  Motion was seconded by Council Member Blouch - Motion carried.  The regular meeting was adjourned at 7:59 pm.

 

 

 

Franklintown Borough Council Meeting

July 1, 2015

 

President Blouch called the meeting to order at 7:30pm followed by the Pledge of Allegiance. 

 

Council Present: President Richard Blouch, Vice President Tony Vasco, Rodney Stein, Sharon Blouch, & Marvin Wilson

 

Borough Staff: Mayor James Adams, Solicitor James Robinson & Secretary/Treasurer Kacey Baumgardner

 

Visitors: Michael Whitzel, Barry Hockley and Peggie Williams

 

OPENING OF STREET REPAIR BIDS:  The Invitation for Bids was advertised in the Dillsburg Banner on June 11th and June 18th. 

**NO BIDS WERE RECEIVED.

Because no bids were received, Mr. Robinson will look into what steps the Borough should take next.

 

PUBLIC COMMENT:

-Barry Hockley of 18 Glenview Circle attended the meeting and voiced his interest in filling the vacant seat on Borough Council.  Mr. Hockley has lived in the Borough for 17 years. 

Replacement of Council Member, Craig Arnold:

-Mr. Robinson presented the borough council with Resolution 2015-3, a resolution filling the vacancy in the Franklintown Borough council created by the resignation of Craig Arnold. 

Motion:  Council Member Blouch made a motion to pass Resolution 2015-3, which appoints Barry J, Hockley to fill the vacancy on Borough Council.  Motion was seconded by Vice President Vasco - Motion carried.  Oath of Office was then given to Mr. Hockley.

 

 APPROVAL of the MINUTES:

                        -Council Meeting, June 3, 2015 – Council Member Wilson moved to approve the Council Meeting minutes as presented.  Motion was seconded by Council Member Blouch – Motion carried.

 

BUILDING PERMITS:

- None

 

FIRE REPORT:

- Fire Chief, Michael Whitzel attended the meeting to give the fire report for June 2015.  There were fifty-three calls (53) calls; four (4) in the borough.  President Blouch announced that the Municipal Authority will be purchasing 21 Storz connectors for the fire hydrants.  Council Member Stein asked Chief Whitzel if the some of the volunteer firefighters would be willing to help with the instillation of the connectors.  Chief Whitzel said that shouldn’t be an issue.

 

EMS REPORT:

- None

 

ENGINEER REPORT:

- Mr. Begis announced that he was out to look at the storm water inlets in the Franklin Glen Development.  The roadway is washing away from some of the inlets and will need to be repaired.  The borough will get quotes to have them repaired.

-Discussion on the issue of storm water run-off on West Avenue and West Cabin Hollow Road.  Mr. Begis suggested the borough get in touch with Penn Dot and State Representative Reagan’s office and let them know of the issue.

 

SOLICITOR REPORT:

-Mr. Robinson will look into the borough code to see what steps the borough should take since the borough didn’t receive any bids for the street repair project.

COORESPONDENCE: 

-A letter was received from Mr. Ron Turo which announced as of July 1, 2015 he will be closing his private law firm practice and will be entering retirement. 

 

OLD BUSINESS:  

            -Two quotes were received for the repair of the Mcgee Driveway.  1st quote received from C.E. Williams Sons for $2,800.00.  2nd quote received from J. W. Paving & Sons for $1,950.00. 

Motion: A motion was made by Council Member Blouch to hire J.W. Paving & Sons to do the necessary repairs to the McGee driveway.  Motion was seconded by Vice President Vasco – Motion carried.

 

            -New Borough and Park Signs have been installed.

 

 

 

NEW BUSINESS: 

            -Motion made by Vice President Vasco to hire someone to install a new light for the flag pole.  Motion seconded by Council Member Blouch – Motion carried.

 

            -Council Member Wilson showed concern about dogs running loose at the north end of the Borough.  Council Member Hockley, who is a State Dog Warden, will send a letter to the owner and inform them of the laws. 

           

           

Council Member Blouch moved to adjourn the regular meeting.  Motion was seconded by Vice President Vasco- Motion carried.  The regular meeting was adjourned at 8:23 pm.

June 3, 2015

 

President Blouch called the meeting to order at 7:30pm followed by the Pledge of Allegiance.

PUBLIC COMMENT:

-None

 

 APPROVAL of the MINUTES:

            -Council Meeting, April 1, 2015 – Council Member Wilson moved to approve the Council Meeting minutes as presented.  Motion was seconded by Council Member Stein – Motion carried.

            -Council Meeting, May 6, 2015 – Council Member Wilson moved to approve the Council Meeting minutes as presented.  Motion was seconded by Council Member Blouch – Motion carried.

 

BUILDING PERMITS:

- None

 

FIRE REPORT:

- Fire Chief, Michael Whitzel attended the meeting to give the fire report for May 2015.  There were thirty-two calls (32) calls; two (2) in the borough.  Council Member Stein questioned Mr. Whitzel about Storz adaptors for the fire hydrants…President Blouch will get prices and will discuss at the next Municipal Authority meeting.

 

EMS REPORT:

- Written report was provided for the month of April.  There were two (2) medical calls in the borough.

 

ENGINEER REPORT:

-Discussion on the street repair project. 

-The bid from J.W. Paving and Sons was withdrawn due to not meeting bonding requirements. 

-Motion from Council Member Isenberg to reject the bid from C.E. Williams Sons.  Motion was seconded by Council Member Blouch – Motion carried.

-Council agreed to take the project at Stanley McGee’s out of the bid specks and have that job done separately.  Kacey will get quotes for the job at the McGee property and council will take action at the July meeting. 

-Mr. Begis will re-advertise the street bid invitation.  The bids will be opened at the July meeting.

 

SOLICITOR REPORT:

-Mr. Robinson started to review information pertaining to the sale of the water system.  President Blouch announced that at the Municipal Authority meeting, a motion was made and passed to stop all proceedings towards the sale of the water system. 

-Mr. Robinson announced that he will be leaving Turo Robinson Law and will continue with Circle Legal. 

            -Motion made by Council Member Blouch reaffirming Mr. James Robinson as the Solicitor.  Motion was seconded by Council Member Isenberg – Motion carried.

 

WATER AUTHORITY: 

            -A motion was made and carried at the Municipal Authority meeting to stop all proceedings towards the sale of the water system.  A motion was also made and carried to proceed with the inspection and repair of the water tower.

            -Water hydrants were flushed.

 

STREET COMMISSION:

-The borough streets were swept and the crosswalks will be painted on June 7th.

-Motion made by Council Member Stein to waive the noise ordinance for Line-it-up pavement markings.  Motion seconded by Council Member Blouch – Motion carried.

-Council Member Blouch made a motion to pay the June bills as listed.  Motion was seconded by Council Member Wilson - Motion carried.

 

TREASURERS REPORT:

-Council Member Stein made a motion to approve the May treasurers report as submitted.  Motion was seconded by Council Member Isenberg - Motion carried.

 

COORESPONDENCE: 

-The 2014 Audit was presented to Solicitor, Mayor and all Council Members.

-An e-mail was received from J. Lucas at 53 West Cabin Hollow Road #5 concerning flooding at his property.  He questioned if the borough has any plans to prevent flooding from happening in the future.  Engineer, Mike Begis pulled the file from 2005 and reviewed the memorandum with the two possible options that may help alleviate the problem.  Mr. Begis believes that the two options are still relevant today.  A copy of the memorandum will be forwarded to Mr. Lucas.

           

 

OLD BUSINESS:  

            -Three quotes were received for new borough signs.

#1 - Keystone Sign Service - $1,845.00

#2 - Signarama - $1,475.00

#3 - Central Sign Systems - $1,858.40

-Motion made by Council Member Stein to hire Signarama for the new Borough Signs.  Motion was seconded by Council Member Wilson – Motion carried.

 

NEW BUSINESS: 

            -Motion made by Council Member Stein to purchase mulch for the Borough Park.  Motion seconded by Council Member Blouch – Motion carried.

             

            - Resignation letter from Craig Arnold – Council Member Stein made a motion to accept the resignation of Council Member, Craig Arnold.  Motion was seconded by Council Member Wilson – Motion carried.

 

-Council Member Stein made a motion at 8:27 for an executive session for a personnel matter. Motion was seconded by Council Member Wilson – Motion carried.

 

-Council Member Blouch made a motion to close the executive session at 8:35.  Motion was seconded by Council Member Wilson – Motion carried.

May 6, 2015

 

President Blouch called the meeting to order at 7:30pm followed by the Pledge of Allegiance.

OPENING OF STREET REPAIR BIDS:  The Invitation for Bids was advertised in the Dillsburg Banner on April 16th and April 23rd. 

Two Bids were received:

            1st bid received from J.W. Paving and Sons for a total amount of $34,150.

            2nd bid received from C.W. Williams Sons, Inc for a total amount of $92,912.

-Motion was made by President Blouch that we table the award of the bids until the bids are reviewed by the borough engineer.  Motion was seconded by Council Member Wilson – Motion carried.

 

PUBLIC COMMENT:

-Owners of DeJul dance studio attended the meeting to discuss street repairs needed for West Avenue along their parking lot.  They wondered why the borough did not have that section of the road marked for repair.  President Blouch stated that he will speak to the engineer about this. 

-Peggie Williams announced that there will be a ribbon cutting ceremony on Saturday, May 9th at 2:00 for the new property NYCHAPS acquired.

FIRE REPORT:

- Fire Chief, Michael Whitzel attended the meeting to give the fire report for April 2015.  There were thirty-two calls (32) calls; two (2) in the borough. 

 

EMS REPORT:

- Written report was provided for the month of March.  There were three (3) medical calls in the borough.

 

ENGINEER REPORT:

-None

 

 

SOLICITOR REPORT:

-Mr. Robinson reviewed information with the council concerning the grant received in 1981 from USDA.  He will continue his research so the board will have a clearer understanding of the procedures that will need to take place if the board decides to continue with the sale of the water system.

-Mr. Robinson stated that he gave Kacey a copy of the Record Retention recommendations for municipal bodies.  This was needed because of a Right to Know request. 

-Mr. Robinson reviewed Section 904 of the borough code, Right of Council to Declare Seat of Member Vacant for Failure to Attend Meetings, Etc.  Mr. Robinson will prepare and send a letter to Council Member Arnold.  Mr. Arnold has not attended a council meeting since November of 2014.

 

COUNCIL COMMITTEE:

-Council Member Stein went to the York Adams Tax Bureau meetings on Monday, April 27th.

 

WATER AUTHORITY: 

            -Mr. Robinson will continue his research so the board will have a clearer understanding of the procedures that will need to take place if the board decides to continue with the sale of the water system.

 

STREET COMMISSION:

-Motion made by Council Member Wilson to have the borough streets swept and the crosswalks painted.  Motion seconded by Council Member Blouch – Motion carried.

 

APPROVAL & PAYMENT OF BILLS:

-Council Member Stein made a motion to pay the May bills as listed.  Motion was seconded by Council Member Blouch - Motion carried.

 

TREASURERS REPORT:

-Council Member Stein made a motion to approve the April treasurers report as submitted.  Motion was seconded by Council Member Wilson - Motion carried.

 

COORESPONDENCE: 

            -A letter was received from Harleysville Insurance Company stating that they will now be joining with Nationwide Insurance.  A Nationwide proposal was also included and needs to be signed and returned to them by July 1, 2015.  This will insure that the Borough will still have Life Insurance for all Council Members, Mayor and Tax Collector. 

-Motion was made by Council Member Wilson to sign the Nationwide proposal.  Motion was seconded by Council Member Stein – Motion carried.

OLD BUSINESS:  

            -None

 

NEW BUSINESS: 

            -Motion made by Council Member Stein to get the Silver Service Contract from Susquehanna Oil.  Motion seconded by Council Member Blouch – Motion carried.

             

-President Blouch announced that the Archie Hess Park sign fell down and will need replaced.  He also mentioned that the Borough Sign should be replaced as well.  He will get quotes for new signs and will report back to council at the next meeting.

           

-Discussion on the possibility of filling some pot holes in the Fire Hall parking lot.  We will inform the contractor who does the street repairs that if they have extra macadam for which they need to dispose of, the fire hall has a few pot holes located in their parking lot that could be filled. 

 

-President Blouch suggested that we have the borough parking lot seal coated.  He will get quotes for seal coating and report back to council.

           

-President Blouch stated that mulch is needed in the Borough Park.  He also said that he would like to have a fundraiser for the park.  If anyone has any ideas or suggestions please let him know.

April 1, 2015

PUBLIC COMMENT:

-Owners of DeJul dance studio attended the meeting to discuss street repairs needed for West Avenue. 

Motion:  A motion was made by Vice President Vasco to advertise for bids for street repairs.  These are to include repairs to East South Street and East Avenue, West Avenue along Firehouse parking lot, West Avenue at Timber Avenue, Long Avenue at West South Street and McGee Driveway.  Motion was seconded by Council Member Wilson - Motion carried.

ENGINEER REPORT:

- A memorandum was provided by Michael Begis.  The memorandum included revised street repair cost estimates.

 

 

 

SOLICITOR REPORT:

-Mr. Robinson stated that he will be filing municipal liens for delinquent trash customers.

-Mr. Robinson went over with council the different options to remove a council member.       

-Mr. Robinson requested that an amendment be made to the March 4th meeting minutes.  -Council Member Blouch made a motion to amend the March 4th meeting minutes. Motion seconded by Vice President Vasco – Motion carried.  Minutes were approved as amended.

 

COUNCIL COMMITTEE:

-Council Member Stein stated that the next York TCC meeting and York Adams Tax Bureau meetings are scheduled for Monday, April 27th.

FIRE REPORT:

- Fire Chief, Mike Whitzel provided a report for the month of February 2015.  Chief Whitzel indicated there were forty-two (42) calls; one (1) in the borough.  Chief Whitzel also provided a 2014 year end report.  He indicated there were three hundred seventy nine (379) calls; eighteen (18) in the borough.  Chief Whitzel also informed the council of an upcoming meeting which is being held on March 16th at 7pm.  He asked if a representative from the borough could attend the meeting.  President Blouch and Vice President Vasco stated that they will attend the meeting.

- A written report was provided for the month of February 2015.  There were one hundred eighteen (118) calls; one (1) in the borough.

SOLICITOR REPORT:

-Replacement of Council Member, Russell Rupp:

-Douglas Isenberg and Barry Hockley attended the meeting and both showed interest in being a member of Borough Council.  Mr. Robinson presented the borough council with Resolution 2015-1, a resolution filling the vacancy in the Franklintown Borough council created by the resignation of Russell Rupp. 

Motion:  Vice President Vasco made a motion to pass Resolution 2015-1, which appoints Douglas Isenberg to fill the vacancy on Borough Council.  Motion was seconded by Council Member Blouch - Motion carried.  Oath of office was then given to Mr. Isenberg.

 

-Replacement of Tax Collector, Erin Rupp:

-Mr. Robinson presented the borough council with Resolution 2015-2, a resolution filling the vacancy of Tax Collector for Franklintown Borough. 

Motion:  Vice President Vasco made a motion to pass Resolution 2015-2, which appoints Rhonda Harpster to fill the vacancy of Tax Collector for Franklintown Borough.  Motion was seconded by Council Member Wilson - Motion carried.  Mrs. Harpster was given Oath of Office on February 17, 2015 by Magisterial District Judge, Richard Thomas.

 

-Vice President Vasco questioned the solicitor if a council member could be removed from council for missing three consecutive meetings.  Mr. Robinson stated that he is not sure of the procedure and he will have more information for the next meeting.  Mr. Robinson suggested that the best solution might be to talk to the council member and ask him to resign if he is unable to attend meetings.

 

-Mr. Robinson informed council of some Right to Know Requests which were submitted to the borough:

-Members of the Zoning Hearing Board - As of now, the borough does not have a zoning hearing board.  Mr. Robinson informed the council of the process which needs to take place to appoint members to the zoning hearing board.  The Zoning Hearing board’s purpose is to approve variances, approve special exemptions, and have hearing appeals from decisions made by the zoning officer.  

-Council Member acting as Borough Treasurer - Mr. Robinson stated that it was against Borough code to have a member of council act as Borough Treasurer - Because of the circumstances at the time; it seemed to be the best option.  There is no penalty in the borough code for having a member of Council act as Borough Treasurer. 

 

-Mr. Robinson presented the council with a draft letter which requests sealed bids for the Water System.  This letter will be mailed to prospective buyers of the Water System. He also presented council with a draft ‘Notice to Bidders’ which will be advertised in the Dillsburg Banner. 

            Motion:  Council Member Stein made a motion to open said bids at the June 3rd council meeting.  Motion was seconded by Vice President Vasco – Motion carried.

 

-Mr. Robinson reviewed information pertaining to the Joint Tax Collection District.  It was decided that the borough will continue to look for a tax collector who resides in the borough.  Council will proceed with creating a Joint Tax Collection District if the borough is unable to fill the tax collector position with a resident of the borough.

-Council Member Stein stated that he attended the York TCC meeting and York Adams Tax Bureau meeting on Monday, February 23rd.  He gave a brief review of the meetings.

PUBLIC COMMENT:

-Rhonda Harpster introduced herself to the borough council and stated that she heard the current tax collector for the borough is resigning and she would be interested in collecting the taxes for the borough.  Rhonda is the tax collector for Franklin Township. 

-A motion was made by Council Member Stein to let the county collect the taxes for the 2015 year.  The borough can then find a tax collector who resides in the borough. Motion was seconded by Vice President Vasco.  Upon further discussion the motion was withdrawn.

-The solicitor then discussed the options the borough could take to appoint a tax collector to fill the vacancy. 

MOTION to appoint Tax Collector:

-Council Member Wilson made a motion to appoint Rhonda Harpster to collect the taxes for the 2015 year.  Motion was seconded by Council Member Blouch – Motion carried.

-The solicitor reviewed information pertaining to the creation of a joint tax collection district.

-Council Member Wilson made a motion to reappoint Tony Vasco to a 4 year term (2018) on the Municipal Authority Board.  Motion was seconded by Council Member Rupp – Motion carried.

FIRE REPORT:

- For the month of November there were thirty-one (31) calls; zero 0) in the borough.  Council Member Stein questioned if Mayor Adams’ gun shop should be inspected by the fire chief.  The gun shop is in compliance with all local, state and federal requirements.  Mayor Adams stated that the fire chief is welcome to come take a look at his shop if he would like.

 

EMS REPORT:

- None

 

ENGINEER REPORT:

- Mike was in contact with C.E. Williams Sons and they informed him the street repair project will not be started until the spring.  Mike asked if they could possibly do the repairs to Mr. Mcgee’s driveway this year; unfortunately the job will have to wait until the spring as well.  The Solicitor suggested the council or engineer send a letter to C.E. Williams stating that the council understands the street repairs project will not be completed until the spring of 2015.  Council also discussed the possibility of rebidding the street repair project again in the spring.

 

 

 

SOLICITOR REPORT:

-Mr. Robinson passed out a “Hold Harmless Agreement” for the council to review for the purpose of residents removing fire wood from borough property.  Council approved the agreement and decided to put it into use.

            -Mr. Robinson stated that he has been in contact with Mr. Juffee and answered his questions related to the South Heights Development project.

- Vice President Vasco made a motion to transfer $1,625.00 to the General Fund to cover a bill payable to Ryan’s Tree Service.  The bill is for the removal of trees which were blocking West Ave. after a storm.   Motion was seconded by Council Member Blouch - Motion carried.

 

COORESPONDENCE: 

            -Borough officials received a packet of information to review from Dillsburg Borough concerning a request to amend zoning of a parcel located in the Dillsburg Borough.  They provided us the information because we are part of the Regional Comprehensive Plan and Intergovernmental Cooperation Implementation Agreement.

Opening of Supplemental Snow Removal Bids:

-A notice to bidders for supplemental snow removal was advertised in the Dillsburg Banner on October 9, 2014.

            -pickup truck with a snow plow or a tractor with a front end loader

-Developer John Juffe attended the meeting and had a few questions regarding the South Heights Townhouse project.  The solicitor will be in contact with Mr. Juffe to clear up any questions/concerns that he has.

- Chief Whitzel stated for the month of October there were forty-two (42) calls; one (1) was in the borough.  Chief Whitzel also announced that the Franklintown Fire Hall will be having a pot-pie dinner on November 9th.

ENGINEER REPORT:

- President Blouch stated that he spoke with the M. Begis about the street repair project.  Mike is trying to get in contact with C.E. Williams Sons to see why they have not started the street repair project.

 

SOLICITOR REPORT:

-Mr. Robinson stated that he is still working on updating the pages for the Ordinance book.  He is hoping to have them done by next months meeting.  Council Member Arnold stated that he never received a copy of the Ordinance book.  Jim said he will e-mail the ordinance book to the borough and Kacey can then print a copy out for each council member.

COUNCIL COMMITTEE:

-Council Member Stein reviewed information from the YATB and TCC meetings he attended on October 27th.  The next meeting will be held on January 26, 2015.

 

WATER AUTHORITY: 

-President Blouch stated that C. Zack submitted the Public Water Supply permit application to DEP on October 16, 2014 for the tank inspection project.  The Harbold well went dry on October 23rd…the board is planning to consult with a Hydrogeologist to determine the best solution.  As of now the board is considering having the well drilled deeper.

 

STREET COMMISSION:

-Council Member Wilson stated that a school bus has been driving on West Avenue.  At this time there is no weight limit for West Avenue and the school bus is permitted to be on that street.

            -Discussion on the possibility of the borough creating a permit to allow residents to remove fallen and/or dead trees from the borough woods.  The borough will also need to create a liability waiver.  Solicitor Robinson will create a sample permit for council to review at the December council meeting.  

 

NEW BUSINESS: 

            -The York County Solid Waste and Refuse Authority sent a letter along with an agreement to the borough.  A brief amendment is needed to section 7 of the May 16, 2007 agreement. 

            -Council Member Stein made a motion to sign the agreement with the amendment.  Motion was seconded by Council Member Arnold – Motion Carried.

A public hearing was held prior to the monthly council meeting for Ordinance 283-2014, Parks and Recreation Ordinance and Ordinance 284-2014, Amendment to the Zoning Ordinance.

-Council Member Stein made a motion to adopt Ordinance 283-2014, Parks and Recreation Ordinance.  Motion seconded by Council Member Arnold - Motion carried.

FIRE REPORT:

- Chief Whitzel stated for the month of September there were thirty-two (32) calls; two (2) were in the borough.  Chief Whitzel also announced that the Franklintown Fire Hall will be having a ham dinner on October 12th.

 

EMS REPORT:

- Citizens’ Hose Company No.1 of Dillsburg provided their 2015 Budget.  They ask that the borough consider the allocated request amount listed on the budget.  EMS is requesting $4,333.00.  No action was taken.

 

ENGINEER REPORT:

- An e-mail was received from M. Begis stating that all documents appear to be in order for the 2014 Road Maintenance Contract.  It was stated that the latest date for completion is October 24th, 2014.  M. Begis and President Blouch went out on Monday, September 29th to field mark the project locations.  The borough has not received any bids for seal coating.  Mike recommends we rebid the seal coating repairs in the spring. 

 

SOLICITOR REPORT:

-Mr. Robinson stated that for the month of September he has been working on the Park and Recreation ordinance, the amendment to the Zoning ordinance and the street repairs project.  Engineer Mike Begis has been sending him copies of all documents related to the street repair project. 

-Since council approved both the park and recreation ordinance and the amendment to the zoning ordinance, Jim gave all council members a copy of each ordinance.  He stated that he still has to update the pages to code for the ordinance book.

-Council Member Arnold made a motion to contract with the York County SPCA for the 2015 year at a cost of $245.00.  Motion seconded by Council Member Stein – Motion carried. Council Member Blouch abstained.

 

Library Donation: 

-Council Member Blouch made a motion to donate $100.00 to the Dillsburg Area Public Library.  Motion was seconded by Council Member Rupp – Motion carried.

 

Letter from Attorney Brian C. Linsenbach regarding Ryan’s Tree Service:

-Solicitor Robinson read the letter from Mr. Linsenbach to the borough council along with the paragraph that was published in the Dillsburg banner on August 14th regarding Ryan’s Tree Service.  At the August council meeting, Mr. Stein questioned whether the borough paid Ryan’s Tree Service to remove trees that were located on private property….President Blouch said that he would look into it. 

President Blouch stated that he looked into the matter and a found the bill to be accurate.  President Blouch said that they did a very good job and also praised them for their quick service.  Council Member Stein questioned if the bill for the removal of the trees could be paid out of the Highway Aid fund.  The bill has already been paid by the general fund.  If council wishes to transfer money from the Highway Aid fund to cover the bill, a motion will be required to do so. Solicitor Robinson suggests that a detailed note of why the bill will be paid out of the Highway Aid fund be attached to the bill for audit purposes.

 

OLD BUSINESS:

Replacement of Council Member, Douglas Isenberg:  

- Mr. Wilson was the only resident who expressed any interest in being a member of borough council.  Mr. Wilson accepted the position on Borough Council.  Mr. Robinson then read Resolution 2014-2, a resolution filling the vacancy in the Franklintown Borough council created by the resignation of Douglas Isenberg.  Council Member Stein made a motion to pass Resolution 2014-2.  Motion was seconded by Council Member Arnold – Motion carried.  Oath of office was then given to Mr. Wilson.

 

NEW BUSINESS: 

Motion needed to advertise for supplemental snow removal for the 2015 year: 

-Council Member Arnold asked what is considered supplemental.  President Blouch stated that it is someone who will be on call to help with snow removal when needed.  Council Member Arnold questioned the possibility of sending the entirety out to bid.  President Blouch stated that with the borough doing its own snow removal along with the help of supplemental snow removal it does not cost the borough very much.  Council Member Arnold also stated that as of right now the borough has no way of salting and cindering the roads.  Council Member Stein stated that the borough could advertise for supplemental snow removal including salt/cindering.  Council Member Stein also questioned if the borough could put salt spreader on the back of the borough truck.  President Blouch stated that it’s not feasible for the borough to do that. 

Motion:

-Council Member Blouch made a motion to advertise for supplemental snow removal with and without salt/cindering for the 2015 year.  Motion was seconded by Council Member Arnold. – Motion carried.

 

Motion to purchase a new printer:

-Council member Arnold made a motion to purchase a new printer for the Borough.  Motion was seconded by Council Member Blouch. – Motion carried. 

Estimated cost of the printer is $329.99.  The Municipal Authority agreed to pay for half the cost of the printer since it is used for the Authority as well.

 

-Mr. Wilson mentioned that the tree located in the sidewalk at 105 S. Baltimore Street needs to be trimmed.  Property owner will be notified.

Stein to take the one year extension offered by York Waste at the rate of $4,461.75 per month, seconded by T. Vasco…carried.  Mr. Stein also stated that depending on the balance of the sanitation fund at the end of the 2014 year, he proposes that the borough provide free trash service for the 1st Qtr. of 2015.

 

NEW BUSINESS: 

*Discussion on what night to have Trick-or Treating in the Borough.  Dillsburg Borough and Carroll Township have Trick-or-Treat night scheduled for Thursday, October 30th due to the Northern football game on Friday, October 31st.  Motion by R. *Discussion on the Ruelius property.  Council decided to give Mr. Ruelius until July 14th to clean up his property so it meets borough ordinance requirements.  If the property is not cleaned up by July 14th, the borough will then hire someone to clean it up and the costs along with a 10% penalty will be charged to Mr. Ruelius.

 

NEW BUSINESS: 

*Todd Lyons attended the meeting to discuss having the borough lines surveyed.  He gave a “not to exceed price” of $20,000.  He suggested that the borough look into possibly getting a grant to help cover costs.  If council decides to have the borough lines surveyed, the job will need to be bid.

*Discussion on purchasing a new tractor for the borough.  Messick’s is running a deal with financing for 60 months at 0% interest.  Motion by R. Stein to table until the next borough council meeting, seconded by T. Vasco…carried.

ENGINEER REPORT:

*Mike presented the council with a memorandum listing streets in the borough that need repaired along with estimated costs.  Motion by R. Stein to bid all repairs except West Ave. along the firehouse parking lot, seconded by T. Vasco…carried.  Repairs to West Ave. along the firehouse parking lot will be done at a later date.  There will be two separate bids, one for seal coating and one for base repair.   Mike also recommended that the borough create a 5 year street plan and also look into possibly getting a grant for future street repairs.  Council gave Mike permission to submit CDBG applications for a 5 year community facilities plan and for the reconstruction of Timber Ave.

 

SOLICITOR REPORT:

*Jim went to a preliminary hearing on Monday, April 28th for the case concerning Deborah Walker.  The hearing was then postponed until Friday, May 2nd.  At the May 2nd hearing Deborah Walker pled guilty to theft by unlawfully taking and was sentenced to 5 years probation, costs, $10,000 restitution to be paid to the bonding company, 100 hours community service and completion of gamblers anonymous or similar program during the term of her probation. 

*Jim stated that he has been through the Zoning book and would like to meet with Craig Arnold and Steve Teletnick to put together a comprehensive proposal to present to council at the June meeting.  

 *Jim stated that he will have a final Park & Recreation plan ready for council to adopt at the June meeting. .

*R. Stein attended the YATB meeting on Monday, April 28th.  The 2013 audit was handed out and will be approved at the July meeting.

 

COORESPONDENCE:

*The property owner at 104 N. Baltimore questioned if she was able to put stone on a section of her property that was once an alley.  J. Robinson stated that the homeowner is able to put stone down as long as they know exactly where the property lines are. 

*There was discussion on the vacant house on East Cabin Hollow Road that Mr. McGee owns.  A neighbor complained that there are various wild animals living in the house.  A letter will be sent to Mr. McGee.

*Mr. Wilson stated that he was pleased to see vehicles leaving the Jere Harbold property and he was also pleased that the road was repaired at the intersection of S. Baltimore Street and Firehouse Ave.

*Dave Albert requested permission to clear away any trees that are knocked down over the borough park walking path.  Council gave him permission and thanked him for offering to help.

*Jim will work on creating an ordinance for 1st responders in the borough.

*Jim met with Dave Sunday from the DA’s office regarding the case concerning Mrs. Walker.  He is hoping to hear more information by April 4th.

Stein mentioned that the borough could get a 50lb bag of cold patch to temporarily repair some pot holes until the streets are properly repaired.  M. *Jim received an e-mail from Mr. Fryfogles attorney asking if the borough would be taking away any of Mr. Fryfogles approved building lots.  Jim will send a letter to Mr. Frey letting him know that prior approvals for the borough have been extended through July of 2016.  These approvals do not cover any federal permits that may be needed such as the NPDES permit.

*Jim presented the council with a draft ordinance for the park and recreation plan. Council will review the ordinance and let Jim know of any modifications that are needed.

* Marie Kuykendall voiced her disappointment that only two of the seven council members attended the Founders Day celebration.

*Mina Sue Brandt complained of stray cats going to the bathroom by her house.  She would like to know what can be done with them.  Council decided to get in touch with a wildlife control officer to see if they would be able to trap and remove the cats.  

*Peggie Williams thanked Marie Kuykendall for all her hard work preparing items for the Founders Day celebration and all the memorabilia that was donated to NYCHAPS.

*Council decided to contact M. Begis to get an estimated cost for both options.

*Jim answered questions that were asked at the last meeting pertaining to the speeding problem in the Franklin Glen development. 

*For liability reasons, Jim recommends that the borough not put speed bumps in the development. 

*In order to reduce the speed limit in the development, Jim recommended that the borough perform a traffic study.  The borough engineer would need to be contacted to get the specifics for the traffic study.  

*Painting the speed limit on the road is not enforceable.

*Council decided that the best option as of now will be to put another 25mph speed limit sign in the development.  The borough will contact Franklin Township to see if they would be willing to put a sign on Glenview Drive that is located in the township.  We will also contact the state police again to see if they are able to patrol the area between 2:30-4:00.

*Jim had nothing new to report on the case concerning Mrs. Walker.

PUBLIC COMMENT:

*Barry Hockley, president of Franklin Glen Homeowners association discussed the issue of people speeding through the Franklin Glen development.  The borough has notified the State Police of the issue with hopes that they will patrol the area more often.  There was also discussion on lowering the speed limit to 15 mph, adding more speed limit signs and also adding speed bumps.  The solicitor will look into the best possible solution. 

Barry also brought up the issue of the Timberview Vet retention pond overflowing when there is a heavy rain.

*Mike Whitzel gave council the fire report and also gave an update on the progress of the new fire engine. 

*Marie Kuykendall reviewed information pertaining to the 200th anniversary celebration.  There will be a special meeting on August 14th at 7:00 to discuss the details of the celebration.

*Jim reported that he has no new information pertaining to the case concerning Mrs. Walker.  The preliminary hearing is presently scheduled for July 15, 2013 but will most likely be changed.

*Discussion on ordering mulch for the borough park.  Motion by T. Vasco to get a load of mulch delivered for the borough park, seconded by M. Wilson …carried.

*T. Vasco gave his resignation as borough treasurer.  Motion by B. Shea to accept his resignation, seconded by M. Wilson…carried.

*Motion by T. Vasco to appoint Kacey Baumgardner as borough treasurer, seconded by S. Blouch…carried. Oath of office was performed by Jim Robinson, Notary Public.

Kacey’s salary will remain the same.  The borough office will now be closed on Fridays.  New office hours are: Monday – Thursday, 9am-3pm.

*Marie gave the date of September 21st to have the 200th anniversary celebration.  There will be a special meeting on June 10th at 7:00 to discuss the details of the celebration.

*Jim reviewed some information pertaining to the recreation plan.  Kacey will contact Mike Begis to get a breakdown of the estimated cost to prepare the recreation plan.

*Jim has the signed judgments for Jennifer Wolfe.  He will take them to the Prothonotary Office to be entered into record.

*Discussion on Ruelius property.  Council decided to send Mr. Ruelius another notice to notify him that his property is in violation of Borough Ordinance Part 5, Chapter 2 Section 201: Vegetation Unlawful and a Nuisance under Certain Conditions.

*M. Wilson stated that he had mistakenly removed some boards off the park fence that he shouldn’t have.  He will replace the boards over the next few weeks.  The new park fence should be up by July.

*J. Kilgore questioned the solicitor about a document.  The document was a 12 year old DEP sewer planning module.

*Jim stated that he spoke with the borough auditor, George Lane.  The 2011 audit is complete.

*Jim has completed the statement of non-employment. This document is to be signed by anyone who is working for the borough on a temporary basis.

*Jim is working with Mike Begis on the Recreation Plan for the borough.  Mike will inform the borough of the cost to prepare the formal recreation plan.  M. Begis will prepare the recreation plan and then Jim will review it.

*Jim didn’t have anything new to report regarding the case concerning Mrs. Walker…Jim is hoping to hear from Mr. Sunday before the June council meeting.

*D. Blouch reviewed some of the borough projects that he has been working on.

*Jim announced that he had a meeting with Mr. Sunday from the district attorneys office on March 22nd.   Jim asked that council call an executive session at the end of the meeting.

*Dick reviewed the fence bid that was received.  Council requested that Dick get a bid for Vinyl fencing.

*Discussion on the development of 6 townhouses on W. South Street.  The developer, Mr. Fryfogle will need to meet with the zoning officer to start the process of having his building plans approved.

           

*Repairs to street signs:  Dick will go around the borough and get a count of all street signs that need repaired or replaced.  He will start working on them when the weather is warmer.  We will call Penn Dot and inform them of the street signs that need repaired or replaced on North and South Baltimore Street.

            *Erosion in the parking lot:  Mayor Adams suggested that we call Penn Dot to see if the borough can get a truck load of millings dumped in the parking lot to fill the spots that have eroded.

            *Stone Alley’s:  We will contact Williams Excavating to get an estimate to have the stone alley’s graded. 

            *Repairs to Borough office:  We will get a bid to repair the borough office floor, ceiling and counter.
