Franklintown Borough Council Meeting 4/2/08
President D. Blouch called the meeting to order at 7:30pm.
Council present: S. Blouch, McGee, Smith, Vasco, D. Blouch, Kilgore, Isenberg, Mayor Wolfe
Visitors: Matt Sheibley, Dan Goodling, McGee, Adams, Wonders, Williams, Palmer, Stein
PUBLIC COMMENT: Adams informed Council that fish day for kids will be held on May 3rd at the East Berlin Fish and Game.
Motion by Smith to approve last month’s minutes. 2nd by S. Blouch. Carried.
BUILDING PERMITS: Motion by Vasco to approve building permit for a fence for Joel Gilbert. 2nd by Isenberg. Carried.
POLICE REPORT: There were 13 calls for service for the month of March.
FIRE REPORT: There were 23 calls for service for the month of March. 1 call was in the Borough.
ENGINEERS REPORT: Motion by Vasco to authorize D. Blouch to sign the DCNR grant application. 2nd by S. Blouch. Carried.
SOLICITORS REPORT: Jim discussed that the borough will need to enact a new ordinance stating that York County Recorder of Deeds will collect the Realty transfer taxes for the Borough and the State will collect delinquent realty transfer taxes.
COUNCIL COMMITTEES: Motion by Vasco to buy straps for the spring animals and mulch. 2nd by S. Blouch. Carried.
STREET COMMISSION: Motion by Kilgore to patch Church St. and Cabin Hollow Rd, Timber Ave and West Ave, and East South St. 2nd by Vasco. Carried.
TREASURERS REPORT: Motion by S. Blouch to pay bills. 2nd by McGee. Carried.
CORRESPONDENCE: Kilgore asked about the correspondence from NYCSF. He wanted to know why NYCSF doesn’t pay to use the old school building. D. Blouch said he would ask someone from the foundation to come and give a report.
OLD BUSINESS: Motion by Vasco to approve the intergovernmental cooperative agreement changes. 2nd by S. Blouch. Carried.
NEW BUSINESS: Motion by Vasco to approve street sweeping for May 12th and rain date will be May 13th. 2nd by Smith. Carried.
Motion by S. Blouch to pay ½ of the cost of the fee for borough children to attend the summer program. 2nd by Vasco. Carried.
Motion by Vasco to authorize Deb and D. Blouch to sign the resolution for the loan. 2nd by S. Blouch. Carried. Motion by Vasco to have Deb and D. Blouch execute loan documents. 2nd by Smith. Carried.
Motion by Vasco to have D. Blouch sign franchise agreement with Comcast with a modification of 10 years with the option to renew for 5 years. 2nd by Smith. Carried.
Vasco discussed expansion for the Borough. Need to look at future development
Kilgore informed council he received a call about dog deposits on their property. He said he does have a witness. Kilgore was informed to either contact the police or go to the local district magistrate and file a report.
Motion by Vasco to authorize the borough secretary to attend a seminar on April 16th. 2nd by S. Blouch. Carried.
Motion to adjourn at 8:30pm by S. Blouch. 2nd by Vasco. Carried.
