D. Blouch called the meeting to order at 7:30pm.

 

Council Present: Rosenberger, S. Blouch, Stein, Vasco, D. Blouch, Isenberg, Shea, Mayor Adams.

 

Visitors: M. Begis, Robinson

 

Motion to approve last months minutes by Vasco.  2nd S. Blouch. Carried.

 

PUBLIC COMMENT:

Heather Miller was here to discuss ribbon cutting ceremony for flag on Sat. Dec. 4, 2010 at 2pm.

M. Wilson was here about street signs that need repaired.  They are Church and South, Firehouse St and 194.  Also a stop sign at South Ave and West.

 

SOLICITORS REPORT:

Robinson reported on the Harbold property.  Motion by Vasco and 2nd by S. Blouch to have an executive session at the end of the meeting.

 

Stein reported on the W. S. Tax Bureau.

 

TREASURERS REPORT:

Motion by Vasco to accept treasurers report and pay the bills.  2nd by Rosenberger. Carried.

 

Motion by Vasco to appoint W. S. Tax Bureau to collect 2011 taxes.  2nd by Stein. Carried.

 

Motion by Vasco to approve the 2011 budget.  2nd by Rosenberger.  Carried.

 

Motion by Vasco to pay council.   2nd by S. Blouch.  Carried.

 

Motion by Vasco to put light up at flagpole.  2nd by S. Blouch.  Carried.

 

2007 audit is completed and available.

 

Council adjourned to an executive session at 8:06pm.

 

Council reconvened at 9:15pm.

 

 

Motion by Shea to terminate D. Walker as Borough sec/treas as of 12/31/2010. 2nd by Isenberg.  Not having a unanimous vote a roll call was taken.  Isenberg-yes, Shea-yes, Stein- no, Rosenberger-no, abstained S. Blouch, Vasco, D. Blouch.   Motion did not carry.

 

Motion by Vasco to readjust sec/treas salary to $25,000.00 a year for Borough/Authority/Trash as of 1-1-11.  2nd by S. Blouch.  Carried.

 

Motion by Rosenberger to appoint Vasco as temporary treasurer as of 12-1-10.  2nd by Isenberg.  Carried.

Motion by Vasco to approve Resolution 2010-06 (Taxing Authority 2010 Tax Collector Acceleration Decision)  2nd by S. Blouch.  Carried.

 

Discussed Fund raising for carnival.

 

Motion by Vasco to accept treasurerís report and pay the bills. 2nd by Stein.  Carried.

 

Motion by S. Blouch to release the financial surety for Cabin Hollow Enterprises in the amount of $18,960.00.  2nd by Rosenberger.

 

Motion by Isenberg to approve the W. S. Tax Bureau budget.  2nd by Shea   Carried.

 

Motion by Vasco to advertise the 2011 Borough budget.  2nd by Stein.  Carried.

 

Motion by D. Blouch to appoint Stein to the Franklintown Borough Municipal Authority.  2nd by Vasco.  Carried.

 

Motion by Vasco to approve Stein as the Representative to the W. S. Tax Bureau.  2nd by S. Blouch.  Carried.

REPORTS TO COUNCIL:

Discussed Harboldís Junkyard.

Discussed Adams property.

Discussed carnival for next year.  Will be doing Hossís on Nov. 27th  this year and May 8, 2011. 

Chicken BBQ made $45.00.

Motion by Vasco to accept treasurerís report and pay the bills. 2nd by Isenberg.  Carried.

 

NEW BUSINESS:

Motion by Vasco to approve resolution 2010-05 (transportation amendment).  2nd by Shea.  Carried.

Motion by Vasco to approve contact for 2011 with the York County SPCA.  2nd by Stein.  Carried.

ENGINEERS REPORT:

Motion by Vasco to give approval to release $11,699.00 of financial surety for Timberview Vet Clinic. 2nd by  S. Blouch.  Carried.

 

SOLICITORS REPORT:

Given by D. Blouch.  Dick discussed the action taken against Jere Harbold.

 

COUNCIL COMMITTEES:

Reminder of the Chicken BBQ and Yard Sale on Sept. 11, 2010.

Adams discussed the entertainment for next years carnival.

 

TREASURERíS REPORT:

Motion by Vasco to accept the treasurerís report and pay the bills. 2nd by Stein. Carried.

 

OLD BUSINESS:

Discussed application for Junk Yard for Jim Adams.  Tabled until next meeting.

Discussed Fire Department signs.  Fire Company will need to do the project themselves.

 

NEW BUSINESS:

Motion by Vasco to approve Resolution 2010-4 Opposing forced Local Government Mergers and Consolidations.

Trick or Treat will be Thursday, Oct. 28th from 6 to 8 pm.

Motion by Vasco to approve the Municipal Obligation to the Pension Plan at $3500.00 for 2011.  2nd by S. Blouch.  Carried.

Members on Budget Committee Ė Vasco, Stein.

8/4/2010

 

President D. Blouch called the meeting to order at 7:30pm.

Visitors: Begis, P. Williams. C.Wonders.

 

PUBLIC COMMENT: None.

 

Motion by Vasco to approve last monthís minutes.  2nd by S. Blouch.  Carried.

 

ENGINEERS REPORT:

Motion by Rosenberger to have engineer do notice of intent for the MS4 Permit if required.  2nd by Vasco.  Carried.

 

WATER AUTHORITY

Authority is in the process of combining loans to do well and painting.

 

COUNCIL COMMITTEE:

Vasco reported on the BBQ Chicken.  Took in $29.00 from yard sale spaces and water.   Aleica Taylor asked for a refund on the deposit of $5.00 for her yard sale space.  Motion by Vasco to refund Taylor her $5.00.  2nd by Shea.  Carried.

Adams informed council of a letter that council members could attend a York Revolution baseball game if interested.

R. Stein informed council that he attended the TCC meeting on July 26th.  York County Tax Bureau will collect our EIT taxes.

 

TREASURERíS REPORT:

Motion by S. Blouch to approve treasurerís report and pay the bills. 2nd by Rosenberger. Carried.

 

STREET COMMISSION:

East Ave and Rt194 has vegetation growing at the bottom of stop sign.  Also cars parked on side of  East Ave. 

 

OLD BUSINESS:

1.)     Discussed garage at J. Harboldís property.  Letter has been sent to have the property cleaned up within 20 days of receipt of letter or a fine will be imposed.  If not cleaned then the next 20 days will start and an additional fine will be imposed if not cleaned up.  Fines could double.

2.)     South Heights has mowed the grass at their property.

3.)     Discussed Arnold property.  Letter needs sent.

4.)     Discussed sides of streets that need mowed.  Motion by D. Blouch to have Adams son do the mowing and pay him for it.  2nd by Vasco.  Carried.

5.)     Vasco made a motion to buy playground mulch.  2nd by Stein.  Carried.

Vasco made a motion to have emergency lights put in the Borough office per request from the insurance company.  2nd by S. Blouch.  Carried.

 

Adams informed council he was at the borough office to apply for a junk yard permit.  He was told the Borough needs to find out from the solicitor if he needs a permit.

D. Walker asked what council members would consider being on the budget committee.  They will have until next meeting to decide.

7-7-10

 

D. Blouch called the meeting to order at 7:30pm.

Visitors: Begis, Robinson, Williams, Whitzel, Teltenick, Tammy and Heather Miller.

 

Motion by Vasco to approve last monthís minutes.  2nd by Stein.  Carried.

 

PUBLIC COMMENT:

Heather Miller was here to ask the Boroughís permission to put up a flag pole in order to achieve her gold girl scout award.  Motion by Rosenberger to give approval to do the project.  2nd by Vasco.  Carried.

 

BUILDING PERMITS:

Franklintown U. B. Church will be refurbishing their cross out front.  No permit is needed.

 

FIRE REPORT:

There were 32 calls for the month of June.  None in the Borough. 

Whiltzel needs a copy of the burning ordinance, so he can enforce it.

Whitzel also asked about having Fire Department signs put up.  Will need to contact the state, because of the road being a state road.

 

ENGINEERS REPORT:

Borough has received complaints from Franklin Glen about Timberview Vetís water runoff.  Problem is being looked into.

 

SOLICITORS REPORT:

Discussed the cost for collection of delinquent accounts.

 

COUNCIL COMMITTEES:

Chicken BBO and yard sale will be held July 10th.

Adams received a card and letter from Tall in the Saddle, thanking the Borough for allowing them to come to the carnival.

Discussed having another Hossís night.

Next years carnival will be held in May.

Motion by Vasco to accept the treasurers report and pay the bills. 2nd by Rosenberger.  Carried.

 

 

NEW BUSINESS:

Discussed 106 Cabin Hollow Rd address.  Suggestion was to ask Timberview if they could add an A behind the 106.

Motion by Vasco to waiver the fee for Franklintown Fire Companyís trash bill.  2nd by Stein.  Carried.

Discussed Jere Harboldís  Garage.  A warning letter will need to be sent to clean up property.

Letters need sent to property owners that have high grass, junk, and are causing a nuisances.

PUBLIC COMMENT:

C. Whitmoyer informed council of problem with speeding and noise on Water. St.

J. Watkins discussed barking dog situation at 8 S. Baltimore St.  Also problem with skateboarders.

C. Allen discussed Chief of Fire Company going to fast down Baltimore St.  She is concerned about the speed now that school is out.

Alan Rosenberger thanked Council for cards, prayers, and fruit basket.

 

ENGINEERS REPORT:

Discussed if  there are any outstanding permits needed for Timber View Clinic.  Need letter of Credit for sidewalks and storm water.

Will need to reapply for waiver for MS4 with DEP.

 

SOLICITORS REPORT:

Discussed collection procedure.  Motion by Vasco to adopt Resolution 2010-03, policy and procedures to collect outstanding trash bills.  2nd by S. Blouch.  Carried.

 

COUNCIL COMMITTEES:

Water Street has been repaired.

Discussed carnival.  Borough has received positive comments on the carnival.

Discussed the chicken B-B-Q on July 10, 2010.

 

TREASURERS REPORT:

Motion by Vasco to accept treasurers report and pay the bills.  2nd by Stein.  Carried.

 

NEW BUSINESS:

Motion by Isenberg to have Deb and Dick sign contract extension until Dec. 31, 2010 if they do not have everything they need for Saldo and Zoning ordinances.  2nd by Shea.  Carried.

Motion by Rosenberger to give approval to Lutheran Church to close off South St. on June 26, 2010 for their annual yard sale.  2nd by S. Blouch. Carried.

Mayor and President attended a ground breaking ceremony for Timber View Clinic on Wed. June 2, 2010.

Discussed problem with numerous vehicles at Jere Harboldís property. Will need to send a letter about vehicles and also mowing grass. 

Borough needs to check 9 S. Baltimore St for unlicensed vehicles and find out who owns them.

Borough needs to check Arnold property.

D. Blouch will be holding a fund raiser for the director of the NYCSF.  Tentative date is June 26th at the fire company.  The Borough has no involvement with this fund raiser.

There were 3 calls in the Borough for the month of April.

 

ENGINEERS REPORT:

Discussed Timberview storm water. Need to contact KPI to do inspection.

 

SOLICITORS REPORT:

Discussed policy on delinquent trash and water bills. 

Motion by Vasco to have solicitor draft a policy and procedure for the collection of delinquent trash and water bills. 2nd by Stein.  Carried.

 

COUNCIL COMMITTEE:

Discussed the carnival. 

Discussed having a chicken BBQ on July 10th.

Street sweeping will be Monday May 10th, 2010.

Discussed skateboarders on sidewalks.

Motion by Isenberg to approve resolution 2010-2 to appoint D. Walker as representative to do paper work for FEMA applications.  2nd by Shea.  Carried.

FIRE REPORT:

There was 1 call in the Borough.  34 calls for the month and 104 calls year to date.

 

SOLICITOR:

Robinson discussed the process for collecting delinquent accounts.  Decision was tabled until next meeting.

 

COUNCIL COMMITTEES:

Stein informed Council he has been attending the York/Adams tax meeting and also the W. S. Tax Bureau meetings.

Adams discussed the carnival and Hossís community day on April 27th.

Motion by Vasco to proceed with the purchase of banners and posters  2nd by Isenberg.  Carried.

Motion by Vasco to purchase items needed to hook up the electric to the storage garage.  2nd by Stein.  Carried.

Motion by Vasco to donate $100.00 to SOY.  2nd by Shea.  Carried.

 

NEW BUSINESS:

Street sweeping will be May 10th with a rain date of May 11th.

Motion by Vasco to approve last monthís minutes.  2nd by Stein.  Carried.

 

FIRE REPORT: There were 44 calls for service for the month of Feb.  5 were in the Borough.

 

SOLICITOR:

License agreement for Conway logging was done.

Forward information to solicitor on delinquent accounts.

 

COUNCIL COMMITTEE:

A meeting will be held on March 16th for the carnival.

Will be holding a community day at Hossís.

Will be having an egg hunt with the U. B. Church on March 27th.  Need donation of candy and prizes.  Filling of plastic eggs will be held March 26th.

Motion by Vasco to invest funds for carnival that the Borough can afford.  2nd by Rosenberger.  Carried.

Motion by Vasco to help fund the egg hunt.  2nd by Stein.  Carried.

Chicken B-B-Q will be held on July 10th

Motion by Vasco to give a check for $156.00 to Childrenís Miracle Network from proceeds from the selling of pretzels and soda at last yearís carnival.  2nd by Isenberg.

Carried.

 

STREET COMMISSION:

Street cleaning needs done. 

Crosswalks need done.

 

TREASURERS REPORT:

Motion by Vasco to accept the treasurerís report and pay the bills. 2nd by Rosenberger.

 

OLD/NEW BUSINESS:

Motion by Vasco to reimburse D. Walker $47.69 for paying out of pocket expense for the renewal of the Norton Virus for the Borough computer.  2nd by Rosenberger.  Carried.

Motion to approve last monthís minutes with 1 correction (should say present).  2nd by S. Blouch.  Carried.

 

PUBLIC COMMENT:

Wilson asked council what their agenda is for the next 2 years:

Rosenberger: budget and park, S. Blouch: park, Stein: street signs and roads, Vasco: budget and businesses in the borough, D. Blouch: park and audit update, Mayor Adams: audit, change auditors and pay loans, park, Shea: learn more details, Isenberg: budget and park.

 

ENGINEERS REPORT:

Put plan together for Borough Park. 

Need 3 people for planning committee.  They will be Rosenberger, Isenberg, Shea.

 

SOLICITOR REPORT:

Have lien on properties.  Will decide at next meeting what to do about collections.

 

COUNCIL COMMITTEE:

Adams discussed the carnival.  Trying to get donations for fireworks.  Next meeting for carnival will be Feb. 8th at 6:30pm.

Will be having a car show, and possibly a tractor show.   Wednesday will be student night, Thursday will be bluegrass music.  Friday will be car show and Fireworks, Saturday will be tractor show and other music.

Discussed possibly having the Easter Egg hunt with the U. B. church.

B-B-Q will be the 2nd weekend in July. Will split the profit with the person making the chicken.

 

STREET COMMISSION:

Hole on Water Street.

OLD BUSINESS:

Council reviewed Conwayís previously approved preliminary plans.  He will have until April 22, 2014 to submit his final plans.

 

Discussed Conway doing logging on his property.  Motion by Rosenberger to have solicitor write an agreement that if any damage is done to Church St from Cabin Hollow Rd to South Ave. the contractor must restore the road back to its original condition.  2nd by S. Blouch.  Carried.

 

Adams told council that the electric company has agreed to hook the electric up for $85.00. 

 

 

NEW BUSINESS:

Motion by Stein to approve Resolution 2010-01.  Municipal obligation of $3500.00 for year 2010 to PMRS towards secretaries pension.  2nd by S. Blouch. Carried.

Motion by S. Blouch to approve Desk Top Capture Program for 2010.  2nd by Vasco.  Carried.

Vasco discussed about the girl scouts doing a community project.  Possibly doing a flag pole project. 

Invitation to the Fire Company annual banquet on Feb. 27th.   

Sec. discussed about minutes on the website.  Once the minutes are approved from the previous meeting, then within a week after the meeting, they will be put on the website.

Discussed about flyers being put in billings.  It has always been the borough policy that if either church in the Borough needs a flyer put in a current billing it will be done as long as the churches make the copies.

Visitors: Begis, Robinson, Quigley, M. Whitzel, Conway, Teletnick, Williams

PUBLIC COMMENT: None.

FIRE REPORT: There were 108 calls for the 4th quarter, 375 for the year. There were 11 calls in the Borough. ENGINEERíS REPORT: None.

SOLICITORíS REPORT:

Jim discussed the questions from the Dec. meeting.

  1. Question on Zoning Officer. Can not be an elected official.

  2. Question on Conway development. With already having the County and the Borough approval and going forward with the SALDO operative, Mr. Conway will have 5 years from the date of approval in which to submit final plans. Zoning hearing board Ė no member of council can be on committee. Board will have to hire their own solicitor.

COUNCIL COMMITTEES:

Motion by Vasco to have the Borough Carnival May 19th to May 22nd . 2nd by S. Blouch. Carried. Letters will be sent out for donations towards the bands and possibly have fireworks.

Discussed having a chicken BBQ the 2nd week of July.

In year 2013 the Borough will be 200 years old, maybe have some kind of celebration.

Discussed having DCED coming to the borough and discussing about small businesses in the community.

STREET COMMISSION: Hole on Water St.

TREASURERS REPORT:

Motion by Vasco to approve the treasurerís report and pay the bills. 2nd by Stein. Carried.

NEW BUSINESS:

Motion by S. Blouch to approve the 2010W. S. Tax Bureau Budget. 2nd by Rosenberger.

Carried.

Motion by S. Blouch to appoint B. Shea as representative and R. Stein as alternate to the W. S. Tax Bureau Board. 2nd by Vasco. Carried.

Motion by Vasco to appoint S. Teletnick as the zoning hearing board officer. 2nd by Isenberg. Carried.

Motion by D. Blouch to appoint L. Rudy to be on the Water Authority, contingent on Authority approval at its Jan. 6, 2010 meeting. this being done because Councilís meeting was held prior to Authority meeting. 2nd by Vasco. Carried.

Motion by Vasco to set secretaries pay at $21.00 an hour and a yearly bonus of $1500.00. 2nd by Rosenberger. The pay scale and the bonus will be evaluated yearly.
